Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#24-794-7(12) with St. Helena Hospital, a non-profit corporation, in an amount not to exceed $250,000, to provide
inpatient psychiatric hospital services for the period from July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
This Contract is funded 100% State, Managed Care Allocation. (No rate increase)
BACKGROUND:
Assembly Bill (AB) 757, (Chapter 633, Statutes of 1994), authorized the transfer of state funding for
Fee-For-Service/Medi-Cal (FFS/MC) acute psychiatric inpatient hospital services from the Department of Health
Services to the Department of Mental Health (DMH). On January 1, 1995, the DMH transferred these funds and the
responsibility for authorization and funding of Medi-Cal acute psychiatric inpatient hospital services to counties that
chose to participate in this program.
On September 22, 2009, the Board of Supervisors approved Contract #24-794-7(11) with St. Helena Hospital

BACKGROUND: (CONT'D)
and St. Helena Hospital Center for Behavioral Health, for the period from July 1, 2009 through June 30, 2010, for
the provision of impatient psychiatric hospital services to County-referred patients, under FFS/MC funding.
The State DMH continues to provide FFS/MC funding to the County. Approval of Contract #24–794–7(12) will
allow the Contractor to continue providing services through June 30, 2011, including mutual indemnification to hold
harmless both parties for any claims arising out of the performance of this contract.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, then inpatient psychiatric services provided to this population will be limited.
