APPROVE and AUTHORIZE the Employment and Human Services Director, or his designee, to apply for and
accept a grant in the amount of $900,000 on behalf of the County’s Zero Tolerance for Domestic Violence Initiative
(ZTDV) from the US Department of Health & Human Services, Administration for Children and Families, Office of
Refugee Resettlement for the “Rescue & Restore Victims of Human Trafficking Regional Program” for a period of
36-months from grant award.
FISCAL IMPACT:
$900,000: No County Match. 100% Federal Department of Health and Human Services Grant CFDA 93.598
BACKGROUND:
Building on the work of the U.S. Department of Health and Human Services (HHS) Rescue & Restore Victims of
Human Trafficking campaign, which began to establish local anti-trafficking coalitions, the Office of Refugee
Resettlement (ORR), in the Administration for Children and Families (ACF) within HHS, seeks to continue and
expand its efforts through regional grantees that will serve

BACKGROUND: (CONT'D)
as focal points for an intensification of local outreach to and identification of victims of severe forms of trafficking in
persons.
The County proposes to utilize this funding for outreach, identification, support and linkage to service delivery for
victims of human trafficking. The cornerstone of the program is the Zero Tolerance for Human Trafficking Coalition,
dedicated to addressing human trafficking, and modeled on the highly effective county-wide Zero Tolerance for
Domestic Violence Coalition. With this funding, the Contra Costa County Rescue and Restore Program will expand
the coalition geographically and functionally through the addition of new members; increase capacity of
sub-awardees through training and technical assistance; increase the number of victims of trafficking identified and
connected to services; and provide assessment, pre-certification and support, safety and immediate assistance for
victims.
The Contra Costa County Rescue and Restore Program details an expansion of an existing effort to combat human
trafficking, the Zero Tolerance for Human Trafficking Coalition. Formed in 2009 with support from an HHS Office
of Refugee Resettlement grant, the coalition initiated an aggressive effort to identify victims in the Bay Area. Since
that time, the coalition has accumulated data that demonstrates that the incidence of human trafficking in the county is
even greater than previously thought, and that trafficking across county borders is also significant. The coalition’s
proposed program expansion will grow to focus not only on identification and linkage to services for victims, but also
on a robust, community-driven demand reduction strategy. The expanded program will: include members from Marin
and Solano counties for improved and increased regional collaboration; leverage the business community; gain new
members from Law Enforcement and community-based organizations (CBOs); establish formal cross-county
protocols; deliver training on human trafficking issues to coalition members and beyond; hold regular presentations in
the community, sharing information about the problem of human trafficking in the region; utilize CBOs which have
unique reach into the Latino, Chinese, Thai communities; and assemble culturally and linguistically appropriate
materials to raise community awareness about the problem of human trafficking, and where and how to get help and
services.
CONSEQUENCE OF NEGATIVE ACTION:
EHSD will miss opportunity to receive funding for the rescue and restore of victims of human trafficking.
CHILDREN'S IMPACT STATEMENT:
The Zero Tolerance for Domestic Violence Initiative supports three of Contra Costa’s community outcomes
(“Children and Youth Healthy and Preparing for Productive Adulthood”, “Families that are Safe, Stable and
Nurturing” and “Communities that are Safe and provide a High Quality of Life”) through coordinated intervention
services designed to reduce domestic and family violence and elder abuse.
