APPROVE and AUTHORIZE the Librarian, or designee, to apply for and accept a grant in the amount of $10,000
from the City of San Pablo to provide reading materials and activities for at-risk youth at the San Pablo Library and
Juvenile Hall Library for the period of July 1, 2011 through June 30, 2012.
FISCAL IMPACT:
The grant requires a 20% match which will be fulfilled with an in-kind match of personnel costs associated with
administration of grant activities by library staff.
BACKGROUND:
The Youth Services Division, City of San Pablo, through the Youth Futures Task Force, works to prevent and reduce
youth violence and increase positive youth development opportunities for youth in San Pablo. The Task Force is a
venue for government agencies, law enforcement, social services

agencies, educational, grass-root, and faith-based organizations to work together to provide services for youth at great
risk of committing intentional acts of violence and/or engaging in behaviors related to the gang lifestyle. Through this
grant, the San Pablo Library will become part of the Youth Futures Task Force and work with the city and local
agencies to provide relevant services to high-risk youth populations. The grant project will provide books for loan at
the San Pablo and Juvenile Hall Libraries. In addition, Juvenile Hall residents from San Pablo will receive a book to
keep when they leave Juvenile Hall and voucher for an additional book to be redeemed at the San Pablo Library.
CONSEQUENCE OF NEGATIVE ACTION:
San Pablo and Juvenile Hall Libraries will not be able to provide relevant services to high-risk youth populations.
CHILDREN'S IMPACT STATEMENT:
This program supports the Children and Youth Healthy and Preparing for Productive Adulthood and Children Ready
for and Succeeding in School community outcomes established in the Children’s Report Card.
With this grant, the San Pablo and Juvenile Hall Libraries will be able to provide enhanced library collections and
free books for Juvenile Hall residents from San Pablo. This project will help the targeted youth develop a
commitment to learning by encouraging reading. An international study on reading and education from 2002 showed
that reading enjoyment is more important for a youth’s educational success than their family’s socio-economic status.
Supporting and encouraging reading for pleasure is an effective strategy to help raise educational performance.
Participants will build reading skills that in turn will support success in school, work, and throughout life.
