HomeMy WebLinkAboutMINUTES - 04052011 - C.07RECOMMENDATION(S): APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District to accept the U.S. Department of Homeland Security FY 2010 Assistance to Firefighters Grant, with the Federal Emergency Management Agency as fiscal agent, in an amount not to exceed $240,240, for regional hazardous materials and safety officer training. FISCAL IMPACT: The District will receive the equivalent of 80% (up to $240,240) of the total project cost over a one-year period. A match equivalent to 20% (up to $60,060) of the total project cost is required by the District. (80% Federal / 20% Special District Revenues) BACKGROUND: The primary goal of the Assistance to Firefighters Grants (AFG) is to meet the firefighting and emergency response needs of fire agencies and non-affiliated emergency medical service organizations. Louder, Chief, Contra Costa County Fire Protection District Date:April 5, 2011 Contra Costa County Subject:2010 FEMA Assistance to Firefighters Grant BACKGROUND: (CONT'D) equipment, protective gear, emergency vehicles, training, and other resources needed to protect the public and emergency personnel from fire and related hazards. This particular grant will provide funding for the following training programs. 1) Train and certify all company officers and chief officers to the Federal and State Hazardous Materials Incident Commander / On-Scene Manager Standard. The total budget for this training is $150,000. Certification of company and chief officers as Hazardous Materials Incident Commanders will provide better incident management, reduced risk to the community, increased firefighter safety, reduced liability, and improved functioning on mutual and automatic aid assignments. Contra Costa County is the second most industrialized County in California. Incidents involving hazardous materials pose a significant risk to the community and first responders. 2) Train and certify less tenured company officers – approximately 60 officers in total – to the All Risk Safety Officer Standard. The total budget for this training is $150,000. Safety Officer Certification will provide company officers with improved risk assessment, risk management, and incident management skills. The training will be conducted for personnel from the Contra Costa County Fire Protection District, the City of El Cerrito, and the City of Richmond. CONSEQUENCE OF NEGATIVE ACTION: The District is funded primarily by property taxes and, therefore, has been particularly hard hit by the housing market decline's impact on property tax revenue. Without this federal aid, the District will either forego or substantially delay the training. CHILDREN'S IMPACT STATEMENT: No impact.
