APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No. 3 to an existing
On-Call Consulting Services Agreement with T.Y. Lin International effective April 5, 2011 to increase the current
payment limit by $125,289 to a new payment limit of $683,375, in order to provide consulting services for the
Orwood Road Bridge Replacement Project, Brentwood area, Project No. 0662-6R4076.
FISCAL IMPACT:
This consulting services agreement amendment allows for an additional $125,289 above the previously approved
payment limit of $558,086. The increase in payment is to be funded by 80% Federal Funds and 20% Road Funds.
BACKGROUND:
The existing Orwood Road Bridge was constructed in 1947. The bridge is constructed primarily of wood
components. As a result of its age and exposure to a marine environment, the bridge is coming to the end of its
serviceable life.
On May 10, 2005, the Board approved the Consulting Services Agreement for design of the bridge replacement
project with T.Y. Lin International.

BACKGROUND: (CONT'D)
T.Y. Lin began preliminary design of the new structure soon thereafter.
On November 27, 2007 the Board approved Amendment No. 1 to the Consulting Services Agreement to increase the
payment limit by $78,650 for additional bridge design services due to modifications to the bridge design. The
modifications included adding an 8-foot wide pedestrian trail on the new bridge and modifying the approach roadway
design to minimize the impacts to adjacent property owners.
On June 23, 2009, the Board approved Amendment No. 2 to the Consulting Services Agreement to increase the
payment limit by $68,320 in order to provide environmental consulting services.
Subsequent to the approval of Amendment No. 2 to the Consulting Services Agreement, the County, in consultation
with Caltrans Local Assistance, has determined that additional environmental consulting services are required to gain
approval under the National Environmental Policy Act (NEPA). Further, due to the extended project duration,
additional project management services are necessary for T.Y. Lin to complete the bridge design services.
CONSEQUENCE OF NEGATIVE ACTION:
Negative action will result in the Public Works Department having to complete the environmental studies and project
management services in-house and hire other environmental consultants, which will delay project completion and
possibly jeopardize Federal funding.
