Miner, Executive Director Contra Costa County Private Industry Council COSta DATE: January 22, 1985 County SUBJECT: APPROVAL OF DESIGNATED CHILD CARE DEVELOPMENT AGENCY AND AUTHORIZING. JTPA CONTRACT NEGOTIATIONS WITH CONTRA COSTA CHILDREN'S COUNCIL SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommendation That the Board APPROVE Contra Costa Children's Council as "Designated Child Care Development Agency" for Contra Costa County Service Delivery Area (SDA), to provide child care services for participants under the County's Job Training Partnership Act (JTPA) Programs; and further, that the Board AUTHORIZE the Executive Director, Contra Costa County Private Industry Council, to conduct contract negotiations with Contra Costa Children's Council to provide child care services for JTPA participants for the term beginning February 1, 1985 and ending June 30, 1985, with a maximum contract payment limit not to exceed $30,000. Background Under the authority of AB 1162 (Bates) (Chapter 1282/83) Child Care Development Services for Participants in Job Training Programs, the Child Development Division (CDD) of the California State Department of Education, by letter of June 18, 1984, designated the Contra Costa Children's Council as the agency to administer the Child Care and Employment Fund within this SDA. At its meeting of December 17, 1984, the Private Industry Council of Contra Costa County approved the designation of Children's Council as this SDA's "Designated Child Care Development Agency" and recommended contract negotiations for provision of child care services for appropriate JTPA clients. Funds for this proposed contract are 100 percent federal funds. Miner, Executive Director �, t ' Contra Costa County Private Industry Council "`(�ZACI DATE: January 22, 1985 'Cou "7 SUBJECT: AMENDING A PREVIOUS AUTHORIZATION AND APPROVING AN AUTHORIZATION TO EXECUTE JTPA CONTRACT WITH CROCKER NATIONAL BANK (COUNTY #1977047-0) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommendation That the December A, 1984 Board Order authorizing contract negotiations with Crocker National Bank is hereby AMENDED by changing the effective date of the contract as specified in said Board Order from January 15, 1985 to January 7, 1985; and further, that the Board hereby AUTHORIZE the Executive Director, Contra Costa County Private Industry Council, to execute, on behalf of the County, standard form Contract #19-7047-0 with Crocker National Bank, Walnut Creek, CA, for the term beginning January 7, 1985 and ending May 30, 1985, in the amount of $99,060, to operate a Job Training Partnership Act (JTPA) Employer Based Program to provide Classroom Training in Customer Service for approximately thirty (30) JTPA-eligible participants under Title II-A and Title III of the Job Training Partnership Act, subject to approval by County Counsel as to legal form. Background By its Order dated December 11, 1984, the Board authorized the Execute Director, Contra Costa County Private Industry Council, to conduct contract negotiations with Crocker National Bank, Walnut Creek, Ca, to provide classroom training for County residents, for the term beginning January 15, 1985 and ending May 30, 1985, with a payment limit not to exceed $99,060. However, it was necessary to revise the proposed contract beginning date to January 7, 1985 in order to meet the appropriate classroom training schedules set up by Crocker Bank for its trainers. Subsequent to the Board's authorization to negotiate, the PIC has determined the need to make classroom training available for Title III participants under said Contract with Crocker National Bank. All contract negotiations have been completed. We therefore request authorization to execute the Contract as specified above. Funds for this Contract are 100 percent federal funds. Miner, Executive Director �Jl.� Ilra FROM: Contra Costa County Private Industry Council Costa DATE: �� �'��11 January 22, 1985 ��/ AUTHORIZING EXECUTION OF JTPA TITLE IIA CONTRACT AMENDMENT WITH ACALANES SUBJECT: UNION HIGH SCHOOL DISTRICT (COUNTY #19-1054-1) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommendation That the Board AUTHORIZE the Board Chair to execute, on behalf of the County, standard form Contract Amendment #19-1054-1 with Acalanes Union High School District, effective February 1, 1985, to increase the Contract Payment Limit from $124,366 to $154,123, in order to provide approximately 20 additional participants with on-the-job training under the County's Job Training Partnership Act (DTPA) 8% State Education Coordination and Grants (SECG) Program. Background By its Order dated October 23, 1984 the Board authorized execution of JTPA Contract #19-1054-0 with Acalanes Union High School District, for the term beginning October 1, 1984 and ending June 30, 1985, with a maximum payment limit not to exceed $124,366, to operate County's 1984-1985 program for disabled high school senior youths under Title II-A of the County's JTPA 8% SECG Program. The Contra Costa County Private Industry Council has received notification from the State Department of Education that carryin funds from County's 1983-1984 SECG Program remain allocated to the County's 8% program, and that the County's total 1984-1985 allocation for said program is thereby increased from $133,727 to $167,434. These carryin funds have been allocated to the County via State unilateral modification which allows extension of the County's JTPA 8% SECG Cooperative Agreement (County #19-8030) and provides for the expenditure of unexpended Program Year 1983-84 grant monies. Funds for this Contract Amendment are 100 percent federal funds and are subject to certain matches in non-JTPA in-kind contributions by the Acalanes Union High School District.
