GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the
Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who wish to
address the Board should complete the form provided for that purpose and furnish a copy of any
written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less

End of Fire Season(?). In the final weeks of October, we weathered numerous days
of Red Flag Warnings as well as two countywide PG&E Public Safety Power Shutoff
events. For each period, we were able to coordinate prepositioning approval with
State OES and provide considerable up-staffing along with support from our other
Operational Area fire jurisdiction partners. For the period of October 25–27, this
included a Strike Team from San Francisco Fire being positioned within our
operational area.
On October 25, based on forecast extreme fire danger, we took the unusual step of
offering guidance to county residents suggesting those in Very High Fire Hazard
Severity Zones consider voluntarily self-evacuating, especially if they were
uncomfortable with or anticipated needing special attention for a potential
evacuation.
In our recent interactions with the National Weather Service, we have been unable
to determine the likelihood of the arrival of appreciable precipitation, leaving open
the possibility of our fire season extending well into November, perhaps beyond. We
are keeping our hand crew and dozer staffed through mid-November and will
reevaluate as the weather situation becomes more definitive.
Virtual Open House. Following up on its successful Fire Prevention Month “Serving
Up Fire Safety in the Kitchen” week of public education daily programs, our
Community Risk Reduction Unit executed a first-of-its-kind all virtual fire prevention
open house. Substituting for this very popular annual in-person community event,
the COVID-19-inspired virtual event was well received and visited by thousands of
County residents and more across the region. A number of our members, who
represent the many specialties and diverse services we offer, contributed their time
and effort to making the virtual open house a success.

REACH Partnership Update. We received full certification from CalFire to operate
Air 1 on aerial firefighting missions in the State Responsibility Areas. This allows us
to work with CalFire aircraft on jointly managed incidents within our operational area,
as well as assist adjoining operational areas within the Bay Area. Hoist rescue
training is scheduled to begin in December.
Project Pink Wheels. In recognition of the impacts of cancer on our residents,
communities and firefighters, Con Fire, in conjunction with Local 1230, launched
Project Pink Wheels on October 20 to celebrate and honor the many cancer warriors
in our communities, past and present. At a media event on that date, we introduced
the newest addition to our fleet, a pink fire engine designed to show support for all
those in our communities touched by cancer. With the project, survivors or family
members of past cancer fighters will be able to add names to the engine. For those
currently in cancer treatment, the pink engine will be available to transport them to
first or final treatments and will also be available for public health fairs, community
festivals, parades, cancer events and other special requests. While pink is typically
symbolic of breast cancer, the goal of Project Pink Wheels is to include all cancers.
Annexation Feasibility Project. Work continues on this project. An initial fiscal
analysis of the East Contra Costa Fire Protection District is expected to be
completed by the consultant by November 11.

RE: Update on Fire Station Construction Projects

Fire Station 9 – Pacheco
Airport leadership and Public Works have been working through the drainage challenges
associated with the proposed site and the adjacent properties. Utilizing the existing site will
require substantial redesign of the station in order to minimize the impacts on sensitive
environmental areas.
The alternative site, located immediately adjacent to the current site, has emerged as the
preferred option as construction there will only minimally impact the sensitive environmental
areas and will not require an extensive redesign of the station. However, the FAA has
determined that the alternative site does not have a strong enough nexus to aviation to
qualify for aviation use. We are pursuing intervention by federal elected officials to urge the
FAA to reconsider this opinion.
Fire Station 86 – Bay Point
This station is currently out to bid. The required bidders meeting was held on October 27,
2020. Bids are scheduled to be opened on November 24, 2020 at 2 p.m. We anticipate
returning to the Board in January or February 2021 to award the bid. Construction will
potentially begin in March 2021 with an estimated completion time of sixteen months.
Fire Station 70 – San Pablo
Construction continues at a good pace with minimal issues. We are on schedule and
projecting a spring 2021 opening. Please see the progress photo below.

APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a purchase contract with Boise
Mobile Equipment, Inc. in an amount not to exceed $310,000 for the manufacture and purchase of one (1)

Although funds were not appropriated in the current fiscal year for these capital equipment purchases (i.e.,
under capital autos and trucks), the District does have funds budgeted in the current fiscal year to pay for
the vehicles without having to recognize new revenue. During the District's budget update to the Board on
August 4, 2020, the District was still awaiting the tax roll letter. At that time, the District suggested some
voluntary reductions to expenditures. For example, certain vacant positions are not being filled until
January 2021 and some not critical building maintenance projects have been delayed. In addition, the
District reduced planned expenditures to some of its non-capital equipment and supply budgets. Those
funds, which are still in the approved budget but under different major objects, will be used to fund these
capital vehicle purchases.

Subject:Purchase Contract for one Emergency Crew Transport Vehicle
BACKGROUND:
The Contra Costa County Fire Protection District (District) is charged with fighting wildland fires as part
of its primary mission of providing fire protection. The Emergency Crew Transport (ECT) is designed
to transport up to ten (10) wildland firefighters to and from emergency incidents while providing for
safety and accountability, compared to multiple vehicles traveling together. It allows enough space to
safely secure their tools, equipment, coolers, water, rations, strike team bags, and a few personal
belongings. Essentially, everything a wildland hand crew will need when on short incidents and when
away for extended periods of time on larger fires. Having the firefighters traveling together in one
vehicle limits separation while on emergency incidents and traveling to and from, limiting the exposure
to traffic accidents. The Emergency Crew Transport (ECT) is equipped with Code 3 capabilities (lights
and sirens) that allows firefighters to quickly and safely move through congested areas, shortening
response times for fire suppression and incident support, potentially saving lives and property. The ECT
is also equipped with air conditioning and a shaded cab area that allows firefighters to get out of the hot
and dry elements thus reducing fatigue and heat exhaustion. The ECT also has 4x4 capability that allows
the firefighters to travel on roads that would normally be inaccessible.
Initially, the concept was a trial to see if it would work and benefit the District. In 2020, it has proven
extremely useful in numerous ways. It has allowed assistance in mopping up on fires, helped with getting
equipment and additional personnel to the scene, and most importantly, it has allowed the engine
companies to become available in a shorter amount of time resulting in an increase in overall service to
the public.

Subject:Purchase Contract for two Type III Wildland Firefighting Engines
BACKGROUND:
The Contra Costa County Fire Protection District (District) is charged with fighting wildland fires as part
of its primary mission of providing fire protection. The apparatus used for fighting wildland fires is
specialized and requires a configuration and specifications not common to the typical municipal fire
department pumper. The apparatus used for fighting wildland fires require four-wheel drive, the ability
to carry a supply of specialized wildland firefighting equipment, and interior seating capacity for up to
four firefighters. The most common type of apparatus used throughout the State of California by
agencies similar to the District is referred to as a Type III Engine.
The District currently operates a fleet of twelve (12) Type III engines; five (5) Type II engines; and two
(2) Type VI Engines that have been reconfigured for wildland firefighting.
The National Fire Protection Association (NFPA) recommends a maximum of 15 years for front-line
service for these types of apparatus. The California Department of Forestry and Fire Protection (Cal
Fire) has developed specifications for their Type III Engines that are suitable for the needs of our agency
in carrying out the control and suppression of wildland fires. We selected a Cal Fire designed Type III
Engine and recommend purchasing two of these units as part of the HGAC Cooperative Purchasing
program. This system allows local government agencies to procure goods and services already
competitively bid and awarded. The District has a threat of wildland urban interface fires similar to the
conditions found in this year’s North Bay fires in Napa, Sonoma, and Solano County. The acquisition of
two engines will have a positive impact on District operations and public safety. Investing in our
wildland fleet will allow the District to have modern, more reliable equipment available for fires that
occur in the wildland urban interface areas.

RECOMMENDATION(S):
APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a purchase contract with Golden State
Fire Apparatus, Inc. in an amount not to exceed $625,000 for the manufacture and purchase of two (2) Type
V Wildland firefighting apparatus.
FISCAL IMPACT:
Although funds were not appropriated in the current fiscal year for these capital equipment purchases (i.e.,
under capital autos and trucks), the District does have funds budgeted in the current fiscal year to pay for
the vehicles without having to recognize new revenue. During the District's budget update to the Board on
August 4, 2020, the District was still awaiting the tax roll letter. At that time, the District suggested some
voluntary reductions to expenditures. For example, certain vacant positions are not being filled until
January 2021 and some not critical building maintenance projects have been delayed. In addition, the
District reduced planned expenditures to some of its non-capital equipment and supply budgets. Those
funds -- which are still in the approved budget but under different major objects -- will be used to fund
these capital vehicle purchases.

of its primary mission of providing fire protection. The apparatus used for fighting wildland fires is
specialized and requires a configuration and specifications not common to the typical municipal fire
department pumper. The apparatus used for fighting wildland fires require four-wheel drive, a short
wheel base, the ability to carry a supply of specialized wildland firefighting equipment, and interior
seating capacity for up to four firefighters. The District currently operates a fleet of twelve (12) Type III
Engines and five (5) Type II Engines that have been reconfigured for wildland firefighting. With this
purchase, the District can target a portion of its oldest wildland engines manufactured in 2000 for
replacement.
The Type V Engines have a lower center of gravity and lower overall profile enabling the vehicle to
access areas otherwise not accessible. They have a lower gross vehicle weight and may be able to access
areas heavy vehicles cannot. They have a 400-gallon water tank, a 40-gallon foam tank, and a
175-gallon per minute pump. The National Fire Protection Association (NFPA) recommends a
maximum of 15 years for front-line service for these types of apparatus. The selected Type V engines
are utilized by similar municipal fire departments, and staff recommends purchasing two of these units
as part of the HGAC Cooperative Purchasing program. This system allows local government agencies to
procure goods and services already competitively bid and awarded.
The District has a threat of wildland urban interface fires similar to the conditions found in last year’s
North Bay fires in Napa, Sonoma, and Solano County. The acquisition of two engines will have a
positive impact on District operations and public safety. Investing in the District wildland fleet will
allow the District to have modern, more reliable equipment available for fires that occur in the wildland
urban interface areas.
CONSEQUENCE OF NEGATIVE ACTION:
The District would continue to operate with 15-year-old vehicles as front line apparatus during fire
season. Delaying this purchase will lead to future cost increases and a potential loss of critical coverage
if apparatus is taken out of service due to maintenance and repair.

RECOMMENDATION(S):

order with Motorola Solutions, in an amount not to exceed $375,000, for the purchase of forty-two (42)
portable radios.

BACKGROUND:
On October 27, 2019, Contra Costa County experienced a significant wind event leading to several
wildland fires and dozens of wind-related incidents in rapid succession. All in all, the Contra Costa County
Fire Protection District (District) recalled or held over 100 firefighters and staffed 21 additional fire engines
(over minimum staffing). These unprecedented actions saved lives and property. One of the findings in the
after action review was a determination that there was a shortage of portable radios for upstaffing due to
disaster response activities. These additional portable radios also need to operate on the East Bay Regional
Communications System (EBRCS).

RECOMMENDATION(S):
AUTHORIZE the Fire Chief, or designee, to execute a Memorandum of Understanding with the East
Contra Costa Fire Protection District for reimbursement of expenses related to Phase I of the Annexation
Feasibility Study.
FISCAL IMPACT:
Approving the Memorandum of Understanding with East Contra Costa Fire Protection District will provide
for $10,000 in reimbursement for Phase I of the study.
BACKGROUND:
The District, in cooperation with the East Contra Costa Fire Protection District and the Rodeo-Hercules Fire
Protection District, is studying the feasibility of annexation of one, or both, fire districts into the Contra
Costa County Fire Protection District. Phase I of this study is a fiscal analysis of the East Contra Costa Fire
Protection District, and that portion of the study should be completed by mid-November 2020. This
Memorandum of Understanding provides for reimbursement of $10,000 by the East Contra Costa Fire
Protection District for their share of the cost for Phase I of the study.
