In addition to the items in the report, the Fire Chief announced that
Operation Pink Wheels is underway. The pink fire engine is a new
community oriented program through a collaboration with labor partners
at Local 1230. Project Pink Wheels was designed as a community outreach
vehicle for community fund raisers, parades, transporting of individuals
with cancer to their first as well as their last day of cancer treatment and
it's open to special requests. The engine is fully operational and can be
deployed to any fire if needed.

GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the
Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who wish to
address the Board should complete the form provided for that purpose and furnish a copy of any
written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and
distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less

Fire Station 9 – Pacheco
Airport leadership and Public Works have been working through the drainage challenges
associated with the proposed site and the adjacent properties. W e are awaiting the
recommendation on the most cost effective, workable solution to address this challenge.
An alternative site has been located adjacent to the current proposed location. This option
has been presented to the FAA by Airport leadership for review and approval. We are
awaiting a response from the FAA.
Fire Station 86 – Bay Point
The October 13 Fire Board Agenda includes an item authorizing the District to go out to bid
for the construction of Fire Station 86. This is an important milestone in the project. We
anticipate bids to close on or about November 24, 2020. Construction could begin after the
first of the year.
With the support of the County Administrator’s office, the District has held several meetings
to explore financing options for both stations. These items will come before the Board on a
future date.
Fire Station 70 – San Pablo
Construction continues at a good pace with minimal issues. We are on time and projecting a
spring 2021 opening. Please see the progress photo below.

Fire Season Update. This has already been an exceptionally busy fire season with
nearly 42% more vegetation and exterior fires occurring within the District, year-
over-year, through September. At the end of September last year, we had
responded to a total of 913 vegetation and exterior fires. This year, that total is
1,296.
Following on the heels of the lightning caused fires of mid-August, high fire danger
weather, including several days of Red Flag Warning, continued to keep us busy
planning for and staffing pre-positioned resources. Additionally, we deployed
several engine companies, our dozer, and several individual overhead resources to
various fires locally and throughout the state. Our support of the statewide mutual
aid system has been almost non-stop since mid-August.
The challenge of this year’s fire season continues across the region and the entire
western United States. As we move into the traditional height of the season, through
the remainder of October and into November, we expect fire frequency and danger
to remain high.
Recent long-range weather forecast models continue to suggest a late start for any
consistent rains with the possibility of this fire season extending into November.
Fire Prevention Bureau Update. Our Community Risk Reduction Unit executed a
public education campaign for the first week of Fire Prevention Month based on the
theme, “Serving Up Fire Safety in the Kitchen.” The campaign included a variety of
information and resources, including videos and games for kids, focused on
prevention of cooking fires and related injuries. Fire safety messaging will continue
throughout the remainder of the month and will culminate with a pandemic-compliant
virtual Fire Prevention Open House.
The Fire Prevention Bureau began work this month with City of Lafayette partners to
implement a Firewise community there which will further contribute to wildfire
preparation.

COVID-19 Crisis Management. We continue to closely monitor protection measures
for crews and support personnel. These measures and employee monitoring are
overseen by our Medical Director and implemented by a dedicated Covid-19 tracking
officer who monitors and assists employees related to testing and management of
symptoms and any positive test results. Since March 13, the District has monitored
124 employees for a variety of symptoms and/or potential exposures. Of these, a
total of eight positive tests resulted. The remaining 116 either had negative results
returned or did not require testing.
REACH Partnership. Con Air 1 and its fuel tender completed the Cal Fire approval
process for its new aerial firefighting mission in September. Once pilots receive Cal
Fire approval, expected in mid-October, Con Air 1 will be fully approved for
deployment to State Responsibility Area fires within our county. The aircraft is
available for other fires and, on September 27, was dispatched to a grass fire on
Twitchell Island in Sacramento County. There, for the first time, it made some 22
bucket drops on that fire. At the time, Con Air 1 was part of CalOES funded pre-
positioned resources for the weekend’s Red Flag weather.
Con Air 1 is expected to be available for aerial firefighting through the end of fire
season and will undergo scheduled maintenance at the end of November. Hoist
training is now tentatively scheduled for late December through February with the
expectation it will be certified and ready for this important new rescue mission by
spring.
Ambulance Transport Program. We continue to monitor 911 emergency ambulance
transport volume in relation to our deployed unit hours. As mentioned last month,
based on this monitoring, we have now returned staffing to pre-Covid-19 levels as
call and transport volumes continue to trend closer, though neither is fully back, to
pre-pandemic levels.
In late September, Con Fire dispatched a full strike team of five Alliance ambulances
to the Glass Fire in Napa County. There, they assisted in evacuations of both St.
Helena Hospital and nearby senior nursing facilities and were also standing by to
assist in evacuations of Calistoga.
Diablo Fire Safe Council Grants. The Diablo Fire Safe Council (DFSC) administers
a local grant program where residents, in coordination and cooperation with a small
group of at least five of their neighbors, can obtain up to $5,000 for defensible space
and exterior hazard control projects. For the 2019/2020 funding period, the DFSC
has been able to secure funding for 47 local grants in our District totaling just under
$220,000. This grant program continues to be a successful partnership between the
District and the DFSC in helping groups of residents secure funds for important
wildfire mitigation projects. Additional information on the grant program is available

RECOMMENDATION(S):
1. APPROVE the design and bid documents, including the plans and specifications, for the construction of
Fire Station No. 86 at 10 Goble Drive in Bay Point.
2. AUTHORIZE the Fire Chief, or designee, to solicit bids to be received on or about November 24, 2020,
and issue bid addenda, as needed, for clarification of the bid documents, provided the changes do not
significantly increase the construction cost estimate.
3. DIRECT the Clerk of the Board to publish, at least 14 days before the bid opening date, the Notice to
Contractors in accordance with Public Contract Code Section 22037, inviting bids for this project.
4. DIRECT the Fire Chief, or designee, to send notices by email or fax and by U.S. Mail to the construction
trade journals specified in Public Contract Code Section 22036 at least 15 days before the bid opening.
FISCAL IMPACT:
This item authorizes the bidding of the construction project. The District will return to the Board for
authorization to award the construction contract. At that time, more details will be provided regarding the
plan to fund this project.

Subject:Advertisement for the Construction of Fire Station No. 86 in Bay Point
BACKGROUND:
Project includes the construction of a new 10,800 square foot one-story fire station (5,100 square foot living
area and 5,700 square foot apparatus bay). The Bay Point site proposal is a one-story building including
seven firefighter dormitory rooms across from three restrooms. The station has three apparatus bays, a
separate support area on the opposite side for turnout, SCBA, and cleanup spaces. The site includes visitor
parking spaces, secured firefighter parking in the back, a generator, and an emergency fuel tank.
CONSEQUENCE OF NEGATIVE ACTION:
If the advertisement is not approved, the project will not be constructed, impacting future cost escalation
and services in this area.
RECOMMENDATION(S):
APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a purchase contract with Golden State
Fire Apparatus, Inc. for the purchase of a swiftwater rescue prime mover vehicle using funds from the U. S.
Department of Homeland Security, California Governor's Office of Emergency Services, State Homeland
Security Grant Program, in an amount not to exceed $240,000.

BACKGROUND:
On March 13, 2018, the Contra Costa County Fire Protection District Board of Directors authorized the Fire
Chief to apply for and accept a grant with the State Homeland Security Grant Program (SHSGP). This grant
has three components: a prime mover vehicle, a boat, and a tow trailer. Together with the County Public
Works Purchasing Division, the District solicited bids for the prime mover. Golden State Fire Apparatus,
Inc. was the successful bidder. The boat and the trailer will be purchased separately.

BACKGROUND: (CONT'D)
tow vehicle will replace an outdated van that has been used in the Swiftwater Rescue Program for over a
decade. A vehicle specifically designed for this purpose will greatly enhance the capabilities of the
District's Swiftwater Rescue Program.
CONSEQUENCE OF NEGATIVE ACTION:
The District would not be able to take advantage of this funding opportunity and would continue to use
outdated, non-specialized equipment and apparatus for swiftwater rescues.
