HomeMy WebLinkAboutRESOLUTIONS - 11271990 - 90/746THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on November 27, 1990, by the following vote:- AYES: ote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 90/ 746 SUBJECT: SUPPORT the Application of East Bay Regional Park District for Proposition 111 Funds to Help Finance a Permanent Trail along the Wildcat Creek Flood Control Project, North Richmond area. Contra Costa County,the City of Richmond, and Caltrans have collectively worked toward the completion of Route 93 (the Richmond Parkway). Units 2 and 3 of Route 93, which are currently under construction, cross Wildcat Creek near Garden Tract Road and Pittsburg Avenue impairing direct access to the shoreline by citizens of Contra Costa County. On February 18, 1985 the Board of Supervisors adopted Resolution 85/87 supporting efforts to secure funding for creek enhancement and recreational facility work for the Wildcat-San Pablo Creeks Project. The development of the Wildcat Creek Trail (Trail) along the Wildcat Creek Flood Control Project in the North Richmond area, which has long been a goal of this County, will create opportunities for recreation, will promote recreational and commuter biking, and will enhance the environment. The three-phased construction of the Trail will be jointly funded by East Bay Regional Park District (EBRPD) and the Corps of Engineers (Corps), with operation and maintenance by EBRPD. The Environmental Enhancement and Mitigation Program (Proposition 111) was established to provide funding for grants to Federal, State, and Local agencies to mitigate environmental impacts of new or modified public transportation facilities. EBRPD is applying to the Environmental Enhancement and Mitigation Program for a grant of $450,000 to help meet its financial commitment to construct Phase I and a portion of Phase II of the Trail. Financial assistance from this enhancement program to construct the Trail will provide an excellent opportunity for the California Transportation Commission to further mitigate the environmental impact of the Richmond Parkway. NOW THEREFORE BE IT RESOLVED that this Board, hereby SUPPORTS the application by EBRPD for funds from the Environmental Enhancement and Mitigation Program Proposition 111) to help finance,the Wildcat Creek Trail.
