Authorize joint partnership participation in study with the Central Contra Costa Sanitary District to identify sites for a new sanitary landfill , including review of alternative solid waste disposal technologies. 2. Approve commitment of county staff from Public Works, Planning and Environmental Health to participate in the study at an estimated cost of . $36 ,000 for the six-month Phase I portion of the study. BACKGROUND On June 19, 1984 , representatives of the Central Contra Costa Sanitary District appeared before your Board explaining their plans for a study to identify sites for a new sanitary landfill, and to consider in the process the application of alternative waste disposal technologies. Your Board was advised that the Central Contra Costa Sanitary District proposes to commit $190, 000 to this project, and that the study would involve a consultant review of potential landfill sites thus far identified as well as other potential sites. Central Contra Costa Sanitary District representatives explained their view that the District should be involved in this study because of the urgent public policy aspects of this problem, especially in light of the difficulties experienced by Acme Landfill in expanding its current landfill site and their own disposal requirements. My office and the concerned county departments met with representatives of the Central Contra Costa Sanitary District on June 27 , 1984 to explore the scope of the Central Contra Costa Sanitary District proposal and potential County involvement. In the process of exploring the proposal, it became increasingly clear that county responsibilities both for the Solid Waste Management Plan and the planning process really require that the County be a full participant in this study. While the Central Contra Costa Sanitary District has agreed to finance the out-of-pocket costs for Phase I , an estimated $190, 000, the use of County staff from the Public Works Department, Planning Department and Environmental Health, is needed to expedite the study. The Central Contra Costa Sanitary District will be the lead agency on the project responsible for hiring the consultants and administerif pro- ject. BY DEPUTY -2- Contra Costa Sanitary District staff on a continuous basis. David Okita, Civil Engineer, of the Environmental Control Division, Public Works Department, will be' devoting 30 to 40 percent of his time as the County liaison on the project. Staff from County Environmental Health, and Planning will also be assisting on the study. County costs are estimated to be $36 , 000 for the six-month study period. This study will become a part of the County Solid Waste Management Plan amendment/revision process , and County costs therefore associated with the study are eligible to be funded by the tonnage fee assessed on landfill operators. The study is estimated to take six months to complete. At the end of the study, three to six potential landfill sites will be identified based on criteria developed during the study. Sites for transfer stations• will also be analyzed. The study will also update resource recovery (waste-to-energy, recycling, composting, etc. ) technology. Several consultants will be hired to provide the technical information necessary. Central Contra Costa Sanitary District personnel will manage and coordinate the study in conjunction with County staff. Specifically, County staff are expected to be responsible for developing the following parts of the study, including but not limited to: quantification of the waste stream, resource recovery options , environmental review, and public participation. These areas are within the capability of County staff and will not require separate consultant services. This study, depending on the results, events, and progress in the next six months, may be the precursor to a second phase study that will deal with final site selection and acquisition.
