SUBJECT: Adopt Resolution Making February "Rural Crime Prevention Month"
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
The Board of Supervisors adopt the resolution adopting February as "Rural Crime
Prevention Month" submitted by the Sheriff-Coroner.
BACKGROUND
In February, 1980, the State of California under then-Attorney General George
Deukmejian created the California Rural Crime Prevention Task Force. The task
force is an organization of agencies and individuals knowledgeable about rural
crime problems and their solutions. One of the goals and objectives of the task
force is to educate rural citizens about rural crime problems.
Over the last decade, crime in. rural America has soared nationally. Annual farm
theft and vandalism losses are estimated at one-half billion dollars. In California
alone, the rural crime rate has increased over 200 percent in the past five years.
The Rural Crime Prevention Task Force, private industry, governmental agencies,
and citizens from throughout the state are participating in efforts to publicize and
create an awareness of the particular problems of rural crime.
Contra Costa County has a large segment of its population and land use devoted
to agriculturally-related industries. This has also resulted in rural crime problems
experienced by members of this community.
The Sheriff-Coroner's Department is responding by establishing its own rural crime
prevention program with the following goals and objectives:
1. . Establish communication between the Contra Costa County Sheriff-
Coroner's Department and the agricultural element of the county.
2. Establish rural identification programs and theft prevention
measures for rural application.
3. Orient patrol deputies, investigators and the judiciary to the
problems and needs of its citizens engaged in agriculture.
The Governor's Office. and the state Legislature have authored resolutions declaring
February, 1985, as the First Annual Rural Crime Prevention Month."
In keeping with the statewide theme of education and awareness, the citizens of

by the Contra Costa County Board of Supervisors joining with the California Rural
Crime Prevention Task Force to recognize California's First Annual "Rural Crime
Prevention Month" in February, 1985.

SUBJECT: "Rural Crime Prevention Month" RESOLUTION NO . 85/54
WHEREAS it is the duty of government , private industry,
and the citizenry to assist in protecting themselves and others from
crime; and
WHEREAS crime prevention programs implemented at the local
level inspire citizens to actively participate; and
WHEREAS crime prevention programs and use of owner-applied
numbers have demonstrated effectiveness in crime reduction; and
WHEREAS private industry, governmental agencies , law
enforcement agencies , agricultural organizations , the citizenry of
California , the Attorney General , and the Contra Costa County
Sheriff-Coroner' s Department have joined in cooperation and sponsor-
ship with the the California Rural Crime Prevention Task Force to
recognize California' s first annual "Rural Crime Prevention Month"
in February 1985.
NOW THEREFORE BE IT RESOLVED by the Board of Supervisors
of Contra Costa County that in recognition of the value , purpose and
intent of February 1985 as California' s first annual "Rural Crime
Prevention Month" , we join the others in support of this worthwhile
effort .
