SUBJECT: Conveyance of Easement to Oakley Water District
Drainage Area 56, Lindsey Basin
Project No. 7566-6D8442
Southeast Antioch Area
The Board of Supervisors as the Governing Body of the Contra Costa County
Flood Control and Water Conservation District RESOLVES THAT:
The Flood Control District acquired certain real property on August 14, 1987, in
the Southeast Antioch area, for a detention basin. The Oakley Water District has
requested an easement over a portion of said property, described in Exhibit "A"
attached hereto, for poles and power lines. This Board FINDS that the conveyance
of such easement is in the public interest and will not substantially conflict or interfere
with the Flood Control District's use of the property.
This Board hereby APPROVES and AUTHORIZES the conveyance of an
easement to Oakley Water District, over the property described in Exhibit "A" attached
hereto, pursuant to Government Code Section 25526.6 and the Board Chair is hereby
AUTHORIZED to execute a Grant of Easement on behalf of the Flood Control District.
The Real Property Division is DIRECTED to cause said Grant of Easement to
be delivered to the grantee.
The Board hereby FINDS that the project will not have a significant effect on
the environment, and DETERMINES that the project is exempt from the requirements
of the California Environmental Quality Act as a Class 12 Categorical Exemption under
County Guidelines and Section 15312 of the State CEQA Guidelines, and DIRECTS
the Public Works Director to file a Notice of Exemption with the County Clerk. This
activity has been found to conform to the General Plan of the County of Contra Costa.

That portion of the Northwest 1/4 of Section 34, Township 2 North, Range 2 East,
Mount Diablo base and meridian, Contra Costa County, State of California, being further
described as follows:
A portion of the parcel of land granted to Contra Costa County Flood Control and
Water Conservation District by the deed recorded August 14, 1987, in Book 13838 of
official records at page 552, Contra Costa County Records, described as follows:
BEGINNING at the point of intersection of the southwest line of the Southern Pacific
Railroad 100 feet in width right of way, as described in the deed to San Pablo and
Tulare Railroad recorded January 30, 1872, in Book 22 of deeds at page 510 records
of said-county, and the south line of the parcel described in the deed to United States
of America recorded March 10, 1938, in Book 463 of official records at page 19,
records of said county, said POINT OF BEGINNING being the northeastern corner of
the said Flood Control District parcel (13838 O.R. 552); thence from said POINT OF
BEGINNING, along the northern line of said Flood Control District parcel (13838 O.R.
552), N 89° 38' 45" W 10.00 feet; thence S 00 21' 15" W 20.00 feet; thence N 890 38'
45" W 1,000.54 feet to a point on the southeastern right of way line of the 75-foot wide
easement granted to the Pacific Gas and Electric Company on April 3, 1962, in Book
4089 of official records at page 679, Contra Costa County records; thence continuing
N 890 38' 45" W 27.66 feet; thence S 440 02' 38" W 407.02 feet to a point on the
western line of the said Flood Control District parcel (13838 O.R. 552); thence along
said western line S 360 52' 39" E 20.25 feet to a point on the southeastern line of said
Pacific Gas and Electric Company easement (4089 O.R. 679); thence continuing S 36°
52' 39" E 20.25 feet; thence N 44002' 38" E 365.00 feet; thence S 890 38' 45" E 143.00
feet; thence N 710 09' 02" E 68.83 feet; thence S 890 38' 45" E 755.00 feet; thence S
00 21' 15" W 12.00 feet; thence S 890 38' 45" E 122.40 feet; thence S 390 41' 46" E

tangent curve concave to the southwest; thence northwesterly, along said southwestern
line of said Southern Pacific Railroad (22 D. 510), through a central angle of 00 14' 19",
having a radius of 22,870 feet, and an arc length of 95.24 feet to the POINT OF
BEGINNING.
