APPROVE and AUTHORIZE the Redevelopment Director to execute the Memorandum of
Understanding by and between the Contra Costa County Redevelopment Agency, Contra
Costa County, and the City of Pittsburg for the Bailey Road Transit Access Improvement
Project.
FISCAL IMPACT:
None to the General Fund. The Redevelopment Agency budgeted $332,826 (capital bond
proceeds) which will be used to cover the County's local match for grant funds received for
this project. The Agency was also credited for a portion of the local match for the
right-of-way conveyed from Agency-owned property on the eastern side of Bailey Road for
the Project.
BACKGROUND:
The County Public Works Department and Redevelopment Agency (Agency) are working
with the City of Pittsburg to implement the Bailey Road Transit Access Improvement
Project. The improvements would be to Bailey Road between

Subject:Approval of Memorandum of Understanding Regarding the Bailey Road Transit Access Improvement Project
BACKGROUND: (CONT'D)
State Route 4 and Leland Road, within the City of Pittburg and the unincorporated Bay
Point community. The eastern side of Bailey Road, includes the Orbisonia Heights
neighborhood where the Agency has been working on a land assemblage program for
transit oriented development. The Agency recently conveyed approximately two-and-a-
half feet for road right-of-way and five feet for public utility easement along the Bailey
Road frontage of Orbisonia Heights.
The total cost of the Project is $4.28 million. The Agency and City have applied for and
been granted funds through the Safe Routes to Transit Program in the amount of
$650,000, Transportation Development funds in the amount of $160,000, and
Transportation for Livable Communities in the amount of $989,000, for use toward the
Project. Approximately $1.193 million in Bailey Road Maintenance Disposal Surcharge
funds will also be used for the Project. Of the remaining amount of the Project cost, City
will contribute $956,635 and Agency will contribute $332,826.
The County, as the Responsible Agency, adopted the Mitigated Negative Declaration for
the project on January 11, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
The County would not enter into an MOU with the Contra Costa County Redevelopment
Agency and the City of Pittsburg for the Bailey Road Transit Access Improvement
Project, resulting in the loss of $1.7 million which has been committed for the Project.
