APPROVE allocating FY 2010/11 CCFuture Funds in the amount of $100,000 each to
Women's Initiative and Catholic Charities, and AUTHORIZE the Conservation and
Development Director, or designee, to execute contracts, in amounts not to exceed $100,000
for each contract, for the period of May 1, 2011 through June 30, 2012, as recommended by
Supervisor Mitchoff.
FISCAL IMPACT:
$200,000; 100% CCFuture Fund - discretionary general purpose funds generated from the
transient occupancy tax (TOT) from the Renaissance/Club Sport Hotel in the
unincorporated Contra Costa Centre area, and designated by the Board of Supervisors to the
CCFuture Fund.
BACKGROUND:
The CCFuture Fund was created in 2003 when the Board of Supervisors (Board) earmarked
a portion of the Transient Occupancy Tax (TOT) from the Renaissance/Club Sport Hotel in
the unincorporated Contra Costa Centre area to fund early intervention and prevention
programs that reduce the high cost of crisis/safety net services. The mission of the CCFuture

Subject:CCFuture Fund - Allocate Funds to Women's Initiative and Catholic Charities
Fund is to: "invest in programs and services that are results-based, family oriented,
collaborative, and available at critical points in the lives of children and families, thereby
improving family functioning and reducing the high costs of dependency."
In January 2009, a Request for Proposals (RFP) for a second target population was issued.
The focus of this second round of funding is to promote "family economic self-sufficiency
and improving economic outcomes for families" living in the Monument Corridor area of
Concord. After evaluating proposals from nine agencies, the Board approved allocating
funds to two agencies, Women's Initiative and Catholic Charities. In the first year (FY
2009/10) each agency was provided funding to help develop a Theory of Change, Logic
Model, Evaluation Plan, and to calculate the Social Return on Investment of their proposed
project. In addition, each agency piloted their proposed project during the first six months of
2010. In June 2010, each agency was provided $100,000 in CCFuture Funds to implement
their projects. Both projects are on target to meeting their objectives and outcomes at the
end of the first year of implementation. Consequently, it is recommended that a second year
of project funding be provided to both agencies.
The Women's Initiative's project (Women's Initiative for Self Employment) increases
economic independence of low-income women by providing business management training,
technical support and financial services to women who want to start or expand their own
microenterprise. Over the course of two years the following outcomes will be realized:

60 women will complete an 11-week business entrepreneurship training program.
10 women will launch local businesses.
14 new jobs will be created.
10 women and their families living below the poverty line before training will move above
the federal poverty line.
The Catholic Charities' project (Advancing Child Care Education and Student Success or
"ACCESS") assists low income, primarily Latina women, earn an early childhood education
certificate by providing basic and intermediate English as a Second Language classes;
preparing participants to enroll in, and graduate from, the Diablo Valley Community
College Early Childhood Education Program; and assisting participants to gain employment
in local preschools and/or Head Start programs. Over the course of two years, the following
outcomes will be achieved:
30 program graduates will become employed and earn at least $26,000 per year.
Program graduates' health care coverage will increase, and use of public benefits will
decrease.
8 additional jobs will be created beyond the 30 for program graduates.
CONSEQUENCE OF NEGATIVE ACTION:
If the requested funds are not provided, the agencies would not be able to fully complete
their respective projects, and the expected outcomes would be reduced accordingly.
CHILDREN'S IMPACT STATEMENT:
Both CCFuture Fund projects further the Children's Report Card outcome of helping
families be safe, stable and nurturing.
