Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract #23–485 with Institute for Healthcare Improvement, a non-profit
corporation, in an amount not to exceed $419,756 to provide professional consultation and
technical support services to Contra Costa Regional Medical Center’s (CCRMC), Chief
Executive Officer, for the period from January 1, 2011 through December 31, 2011.
FISCAL IMPACT:
The Contract is funded 100% by Enterprise I funds.
BACKGROUND:
Institute for Healthcare Improvement (IHI), founded in 1991, is an organization helping to
lead the improvement of heath care throughout the world. IHI works to accelerate
improvement by building the will for change, cultivating concepts for improving patient
care, and helping health care systems put those ideas into action. IHI offers comprehensive
programs that aim to improve the lives of patients and the health of communities.

BACKGROUND: (CONT'D)
Under #23 485, Contractor will provide professional consultation and technical assistance
services to the CCRMC’s Chief Executive Officer with regard to improved care
coordination systems, development of a strategic plan for integration of care delivery,
optimization of management processes, programming, and streamlining of improvement
initiatives that build on existing capacity, through December 31, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the County will not be able to receive necessary technical
support and consulting services with regard to quality care improvement for Contra Costa
Regional Medical Center’s integration systems.
