Approve and authorize the Health Services Director, or his designee (Haven Fearn), to
execute on behalf of the County, Grant Award Amendment #29-530-2 from California
Emergency Management Agency (Cal EMA) effective March 15, 2011, to amend Grant
Award #29-530-1, with no change in the original amount payable to County of $1,179,420,
for continuation of the County’s Alcohol and Other Drugs Services Division, Recovery Act
Justice Assistance Grant, Substance Abuse Offender Treatment Program (JAG-OTP), and to
extend the term from March 31, 2011 through June 30, 2011.
FISCAL IMPACT:
Approval of this amendment will result in no change to the original total of $1,179,420
payable to County from the California Emergency Management Agency (Cal EMA),
through June 30, 2011. No County match required.
BACKGROUND:
On April 20, 2010, the Board of Supervisors approved Grant Award #29-530-1 from
California Emergency Management Agency (Cal EMA) to allow the County to provide
treatment

BACKGROUND: (CONT'D)
services for the Offender Recovery Project including, but not limited to increasing the
proportion of offenders who enter, remain in, and complete treatment; reduce delays in the
availability of appropriate services; and employ a drug court model, including dedicated
court calendars with regularly scheduled reviews of treatment program, and strong
collaboration by the courts, probation and treatment, for the period from October 1, 2009
through March 31, 2011.
Approval of Grant Award Amendment #29-530-2 will allow the County to continue
treatment services for the Offender Recovery Project through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, treatment services for the Offender Recovery Project will
not be provided.
