Approve and authorize the Health Services Director, or his designee (Wendel Brunner,
M.D.), to execute on behalf of the County, Grant Agreement Amendment #28-802-1
(#20081236) with the California Endowment, to amend Grant Agreement #28-802 to
increase payment to County by $50,000, from $380,961 to a new total amount not to exceed
$430,961, for continuation of the Building Healthy Communities Project (BHCP), and to
extend the term through March 31, 2011.
FISCAL IMPACT:
This Amendment will result in an increase of $50,000 from the California Endowment for
the Health Services Department Wellness and Prevention Program, Building Healthy
Communities Project. No County match required.
BACKGROUND:
The BHCP will be administered by Contra Costa Health Services, Community and Wellness
Injury Prevention and Asthma Programs in collaboration with Public Works and the
Department of Conservation and Development, to ensure that health is incorporated into
selected planning

BACKGROUND: (CONT'D)
and transportation projects in the unincorporated communities of the County. The goal of
the BHCP is to increase Contra Costa’s Health Services’ (CCHS) capacity to reduce health
disparities associated with qualities of the built environment in the cities of Richmond and
Concord in Contra Costa County, including Richmond and San Pablo in West County, the
Monument Corridor in Central County, Pittsburg, and Antioch and Bay Point in East
County. In these areas there are high concentrations of African American, Latino, and
low-income residents, who are more likely to die from heart disease, cancer, and stroke and
to suffer from injuries, diabetes, obesity and asthma, compared to other Contra Costa
County residents. On April 7, 2009, the Board of Supervisors approved Grant Agreement
#28-802 with California Endowment for the Building Healthy Communities Project (BHCP)
for the period from September 1, 2008 through August 31, 2010 including agreeing to
indemnify and hold the grantor harmless from any claims arising out of County’s
performance of this agreement.
Approval of Grant Agreement Amendment #28-802-1 will allow the County to receive
additional funds for continuation of the Building Healthy Communities Project (BHCP)
through March 31, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County will not receive additional funds for continuation of
the Building Healthy Communities Project (BHCP).
