Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Interagency Agreement #29-507-13 with West Contra
Costa Unified School District, to pay the County an amount not to exceed $55,000, for the
provision of professional mental health services to Special Education students and their
families, for the period from July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
Approval of this Interagency Agreement will result in a total payment to the County of
$55,000. No County match is required.
BACKGROUND:
On January 12, 2010, the Board of Supervisors approved Interagency Agreement
#29-507-12 with West Contra Costa Unified School District (WCCUSD) to pay the County
for the provision of professional mental health day treatment services to severely
emotionally disturbed Special Education students and their families, who are participants in
the Seneca Center’s Early Periodic Screening, Diagnosis and Treatment (EPSDT) program,
for the period from July 1, 2009 through

BACKGROUND: (CONT'D)
June 30, 2010.
Approval of Interagency Agreement #29-507-13 will allow the County to continue to
provide mental health services to West Contra Costa Unified School District Special
Education students and their families, through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the County will not receive payment for the provision of
professional mental health day treatment services provided to severely emotionally
disturbed Special Education students and their families during the term of this Contract.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
