HomeMy WebLinkAboutMINUTES - 03222011 - C.22RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 20908 to reclassify one (1) Information Systems Programmer/Analyst IV (LPNB) (represented) position and its incumbent at salary level ZA5 1787 ($6,268 - $7,619) to Information Systems Project Manager (LPNA) (represented) position at salary level ZA5 1884 ($6,900 - $8,388) in the Auditor-Controller Department, as recommended by the Assistant County Administrator-Director of Human Resources. FISCAL IMPACT: Upon approval, this action will result in an annual net county cost of $14,000 which is within the department's budget. BACKGROUND: The Auditor-Controller's Department, in conjunction with the Department of Information Technology, requested to reclassify Position #0209 and its incumbent from Information Systems Programmer/Analyst IV (LPNB) to Information Systems Project Manager (LPNA). However, this position has evolved due to the ongoing automation of the Office of the Auditor-Controller's processes and County-wide departmental automation projects. This evolution has not proven to be a temporary situation. The incumbent now is responsible for supervising and managing large county-wide system development projects, such as the Auditor's online data entry system that will benefit each County department. This position is responsible for researching and evaluating vendors, performing needs assessments, and working closely with the Department of Information Technology staff to complete County-wide projects. Additionally, this position acts as a liaison with vendors, departments, and outside districts to assist in the development and testing of interfaces between outside systems and the County's systems. On a daily basis this position manages multiple projects and staff in a continued effort to automate the County's operations. This action is requested on the basis that the incumbent has assumed a level of independence and is performing higher-level responsibilities appropriate for the Information Systems Project Manager (LPNA). A classification study conducted by Human Resources concluded that the majority of the incumbent's job duties are at the higher level associated with the Information Systems Project Manager (LPNA). This action will be accomplished under provisions of the Personnel Management Regulations, Section 503 Promotion by Reclassification without Examination. Both the incumbent and the action proposed meet all requirements imposed by that Section. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved, the Office of the Auditor-Controller will be required to remove many of the duties assigned to the incumbent which will adversely impact the automation efforts of the Office of the Auditor-Controller, Department of Information Technology, and other County departments.
