HomeMy WebLinkAboutMINUTES - 03222011 - C.21RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 20909 to add one (1) full-time Senior Structural Engineer (NEVB) (represented) position at salary level ZA5 2011 ($7,825- $8,627) in the Department of Conservation and Development. FISCAL IMPACT: The costs resulting from this personnel transaction will be fully covered by fees to be paid by Mirant Marsh Landing, LLC, for the engineering and building inspection reviews of the Marsh Landing Power Plant. There is no impact to the General Fund. The estimated annual cost for salary and benefits of this position in FY 2011-12 would be approximately $175,000, if the position is approved; these costs would be offset by the elimination of one existing Plan Checker II position with annual savings of approximately $104,000. The estimated pension cost (county retirement contribution) is $44,700 for the position of Sr. Structural Engineer, and $21,700 for a Plan Checker II, on an annual basis. The Department of Conservation and Development (DCD) has been designated by the California Energy Commission (CEC) as the Building Official responsible for the engineering review of all plans and the inspections of all construction work on the power plant. In order to fulfill our responsibilities to the CEC as the designated Building Official, DCD will need to add one Structural Engineer position as soon as possible to meet the additional work demands. Costs for this work will be fully covered by the Mirant Marsh Landing Company which owns and will operate the power plant. Our recent layoff resulted in one of our Structural Engineers being demoted to a Plan Checker II. This incumbent is number one on the Structural Engineer list so our plan is to move incumbent to this newly created Structural Engineer position and to then cancel the Plan Checker II position once it is vacant. CONSEQUENCE OF NEGATIVE ACTION: DCD would forego several million dollars in revenues for the department and county, which it can obtain by providing plan review, inspection, and other services for the Marsh Landing Power Plant.
