In me Matter of Resolution No. 2001/511
RECOGNIZING NOVEMBER AS
HOMELESS A RARENESS MONTH"
IN CONTRA COSTA COUNTY
WHEREAS, Homeless Youth are those individuals between the ages of 12 and 23 who
do not have safe, adequate, regular nighttime residence and lack parental,foster or
institutionalized care; and
WHEREAS, Homeless Youth leave home or are "kicked"out for a variety of reasons
including physical and emotional abuse,pregnancy,financial crisis, and residential instability;
and
WHEREAS, there is no emergency shelter for unaccompanied homeless youth in Contra
Costa County; and
WHEREAS, Homeless Youth face severe challenges in obtaining an education and
supporting themselves emotionally and financially. Within 6 months to 4 years after
emancipation, 40%had been on public assistance, 51% were unemployed; and
WHEREAS, research shows that over 30%of youth aging out of Foster Care reported
having no housing or having to move every week after leaving the system; and
WHEREAS, Homeless Youth lack good nutrition,personal hygiene and access to basic
health care; and
WHEREAS, Homeless Youth suffer from severe anxiety, major depression at three
times the rate ofyouth who have not run away; and
WHEREAS, there are at least 800 identified homeless youth in Contra Costa County,
and many more remain hidden and unidentified; and
NOW, THEREFORE, BE IT RESOL VED that the Board of Supervisors of the County
of Contra Costa, California does hereby proclaim November, 2001 as "Homeless Awareness
Month"in Contra Costa County and urge all citizens to help end homelessness.

2001.
