HomeMy WebLinkAboutRESOLUTIONS - 01161990 - 90/22IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of ) Honoring the Radio )RESOLUTION NO. 90/ 22 Amateur Civil Emergency Service ) WHEREAS, on October 17, 1989 an earthquake measuring 7. 1 on the Richter Scale struck the San Francisco Bay Area, causing 67 deaths and billions of dollars in property damage; and, WHEREAS, upon activation of the County Emergency Operating Center EOC) it was discovered that telephone communication was severely hampered due to system overload; and, WHEREAS, inter-agency communication during a disaster is vital to effective coordination of response efforts and procurement of needed resources; and WHEREAS, immediately after the October 17th earthquake, members of the Contra Costa County Radio Amateur Civil Emergency Service RACES) reported to the County EOC and other key locations as required to provide critical radio communications between emergency response agencies such as police departments, fire districts, hospitals, utilities, Red Cross, city EOC's and State OES Region Office; and WHEREAS, during the week following the earthquake, up to one hundred (100) RACES members per day were providing essential emergency communications throughout the Bay Area and for several days were the only reliable communications link to the Los Gatos and Santa Cruz areas; and, WHEREAS, the Contra Costa County RACES group has always been ready, willing and able to work cooperatively with the county and other public agencies to develop a coordinated and reliable volunteer emergency communications system. IT IS HEREBY BY THIS BOARD RESOLVED that it extends its warmest thanks and most sincere appreciation to Dwayne Eskridge, Emergency Coordinator, East Bay Section, and Larry Kaye, District Emergency Coordinator/Radio Officer for Contra Costa County and all of the RACES members who unselfishly donate their time, talent and equipment during emergencies, to the benefit of all county residents. PASSED and ADOPTED by the unanimous vote of the Board on the 16th day of January, 1990.
