Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Interagency Agreement #72–020 with Pittsburg Unified School District,
(PUSD) a government agency, in an amount not to exceed $100,000, to implement the
Teenage Pregnancy Prevention Project (TPP) in East Contra Costa County, for the period
from September 1, 2010 through August 31, 2015.
FISCAL IMPACT:
This Agreement is funded 100% by a Federal Department of Health and Human Services
TPP Grant.
BACKGROUND:
This Agreement meets the social needs of County’s population by implementing a TPP with
the goal to reduce teen birth rates among youth ages 15 - 19 years old who attend Riverside
Continuation and Pittsburg High Schools.
On May 19, 2010, the Department and WCCUSD entered into the Memorandum of
Understanding: Contra Costa Health Services and Pittsburg Unified School District (MOU),

BACKGROUND: (CONT'D)
from September 1, 2010 through August 31, 2015, to implement TPP at Riverside
Continuation and Pittsburg High Schools, and Hillview and Rancho Medanos Junior High
Schools.
Approval of Agreement #72–020 will replace and supersede the MOU and will allow
Agency to implement the TPP within the PUSD through August 31, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, Agency will not be able to implement the TPP within the
PUSD, and County will be out of compliance with the terms for the Federal TPP Grant.
CHILDREN'S IMPACT STATEMENT:
This TPP program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Children and Youth Healthy and
Preparing for Healthy Adulthood”; and “Communities that are Safe and Provide a High
Quality of Life for Children and Families”. Expected program outcomes include a decrease
in the number of teenage pregnancies in East Contra Costa County.
