APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the
Sheriff-Coroner, a purchase order with the California Emergency Management Agency in
the amount of $106,000 to provide two 32-hour earthquake incident command system
training classes to Emergency Operations Center personnel.
FISCAL IMPACT:
No net County cost. 100% Federal 2009 Homeland Security Grant Program funding.

BACKGROUND:
The Board of Supervisors approved and authorized the Sheriff-Coroner to accept the 2009
Homeland Security Grant from the State of California Emergency Management Agency on
October 6, 2009 (Item C.33).
The State Homeland Security Program (SHSP) supports the implementation of State
Homeland Security strategies to address the identified planning, organization, equipment,

Preparedness Guidelines, the National Incident Management System (NIMS), and the
National Response Framework (NRF).
These two 32-hour earthquake incident command system training courses at a cost of
$53,000 each, were approved elements of the FY 09 SHSP grant. California Emergency
Management Agency's - California Specialized Training Institute provided the intermediate
level training to Emergency Operations Center personnel, that included State and local
policies and procedures.
