Approve and authorize the Health Services Director, or his designee (Wendel Brunner,
M.D.), to execute, on behalf of the County, as follows:
A. Amendment Agreement #28-706-9 with Public Health Foundation Enterprises, Inc.
effective December 1, 2010, to increase payment to the County by $5,032 from $36,021, to
a new total amount not to exceed $41,053, for the Centers for Disease Control and
Prevention’s (CDC) Emerging Infections Program - Retail Foods Project, with no change in
the original term through December 29, 2010; and
B. Agreement #28-706-10 with Public Health Foundation Enterprises, Inc. to pay the
County an amount not to exceed $29,626 for continuation of the Centers for Disease Control
and Prevention’s (CDC) Emerging Infections Program - Retail Foods Project, for the period
from December 30, 2010 through December 29, 2011.

FISCAL IMPACT:
The Amendment will result in an increase of $5,032 for fiscal year 2009-2010 and the
Agreement will result in an amount not to exceed $29,626 for fiscal year 2010-2011, for a
total of $34,658 funded 100% by a CDC cooperative agreement for the Emerging Infections
Program through the Public Health Foundation Enterprises, Inc. (No County funds required)
BACKGROUND:
The National Antimicrobial Resistance Monitoring System (NARMS) for Enteric Bacteria
was established in 1996 to monitor bacterial resistance, specifically, the resistance among
Salmonella and other enteric bacteria. The 17 participating state health departments forward
every tenth human Salmonella isolate to CDC for antimicrobial susceptibility testing.
The CDC is requesting that additional Emerging Infections Program (EIP) sites participate
in the study of foodborne bacteria. Such bacteria is not uncommon and often is associated
with the use of antimicrobial agents in food animals, especially in retail food. This study will
assist in generating a database that may be utilized to augment the development of
intervention programs to stem the high prevalence of antimicrobial resistance in the meal
and poultry food supply. The goal of the study is to determine the prevalence of
antimicrobial resistance among Salmonella, Campylobacter, E.coli and enterococci isolated
from a sample of chicken, ground turkey, ground beef and pork chops purchased from
selected grocery stores in the catchment area of the California EIP FoodNet site. This will
include samples collected from Contra Costa, Alameda and San Francisco County retail
grocery stores. On July 13, 2010, the Board of Supervisors approved Agreement #28-706-8
with Public Health Foundation Enterprise, Inc. for the period from December 30, 2009
through December 29, 2010.
Approval of Amendment Agreement #28-706-9 will provide additional funds to support the
Emerging Infections Program - Retail Foods Project, and Agreement #28-706-10 will allow
County to continue to be paid on a fee for service basis for laboratory microbiological
testing services, including, but not limited to, personnel time, supplies, and food samples
utilized in the testing, through December 29, 2011, including mutual indemnification to hold
harmless both parties for any claims arising out of the performance of this Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County will not be able to continue laboratory
microbiological testing services, or receive payment for personnel time, supplies, and food
samples utilized in the testing.
