ADOPT Resolution No. 2011/93 authorizing the application for grant funds by Contra
Costa County Public Works Department from the Department of Resources Recycling and
Recovery (CalRecycle) Solid Waste Disposal Site Cleanup Trust Fund for the Franklin
Canyon Road and Alhambra Valley Road Trash Removal and Abatement Project, Martinez
area.
FISCAL IMPACT:
This Resolution will authorize the Public Works Department to apply for approximately
$350,000 of grant funding from CalRecycle. No County match is required. Staff time to
apply for and manage this grant will be paid for with Stormwater Utility Assessment
Funding (Fund 251700).
BACKGROUND:
Franklin Canyon Road and Alhambra Valley Road are sites of frequent illegal dumping.
Because they both are directly adjacent to creeks (Franklin Canyon Creek and Arroyo Del
Hombre, respectively), they pose an immediate environmental threat. Unfortunately, due to
the fact that both creeks are deeply incised with steep creek banks, it is very difficult and

remove trash once it reaches the creek banks from the side of the road. Contra Costa
County Public Works Department is applying to CalRecycle for funding to both remove
trash from the banks and channels of these two creeks, as well as to install exclusionary
devices (such as fencing, thick vegetation, and boulders) at dumping sites to prevent
future dumps from both occurring and reaching the creeks.
This grant will be in the amount of approximately $350,000 and will require no matching
funds from Contra Costa County. All costs associated with the cleanups and installation
of exclusionary devices will be paid for with funding from CalRecycle.
CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa County will be unable to apply for grant funding from CalRecycle.
