ADOPT Resolution No. 2011/80 to approve and authorize the Employment and Human
Services Director, or designee, to execute a contract amendment with the California
Department of Aging to increase payment to County by $339,515 to a total amount not to
exceed $4,156,957 to include an increased baseline budget and One-Time-Only funding for
Title III and Title VII programs for the period July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
Per California Department Agreement AP-1011-07, Amendment 2, County to receive an
amended funding amount up to $4,156,957 to include an increased baseline budget and
One-Time-Only funding of $339,515, 100% Federal. No County match.
BACKGROUND:
The Employment and Human Services Department, Aging and Adult Services Bureau, Area
Agency on Aging (AAA) provides services to older low income residents of Contra Costa
County as defined in Title III of the Older Americans Act. Services include, but are not
limited to disease prevention and health promotion, nutrition counseling and nutrition risk
screening services,

BACKGROUND: (CONT'D)
and information through multipurpose senior centers, congregate meals sites,
home-delivered meal programs, or at other sites appropriate and available to older low
income residents. The Title IIIE is the Family Caregiver Support Program and Title VII
provides for elder abuse prevention and ombudsman services.
The One-Time-Only increase in funding will support and enhance programs to serve the
older low income residents of Contra Costa County.
CONSEQUENCE OF NEGATIVE ACTION:
Without authorization to accept additional California Department of Aging funding, the
current contract(s) funding amounts could not be increased to enhance or maintain
program service levels.
