HomeMy WebLinkAboutMINUTES - 03152011 - C.56RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 20904 to add one (1) Network Administrator I (LNSA) full time position at salary level ZA5 1694 ($5,717 - $6,949) in the Elections Division of the Clerk-Recorder-Elections Department. FISCAL IMPACT: This position will be funded by savings in ongoing maintenance costs as the department takes over much of the daily maintenance duties that had formerly been done by the software and equipment vendor. The annual savings in costs will be $45,990, compared to the cost of having the vendor provide these services. Total compensation cost is $133,440 annually, of which $27,665 is pension cost. BACKGROUND: The Elections Division recently negotiated a new agreement with our election software and hardware vendor, Election Systems and Software (ES&S) to take over much of the day-to-day maintenance of the election systems. That contract was approved December 7, 2010. Current staff do not have sufficient time, training and oversight to perform these duties in addition to their regular duties. A Network Administrator would take over responsibility of all Elections Division systems as well as oversee these required maintenance processes. The annual cost of the position is approximately $133,440. The annual savings in costs will be $45,990. CONSEQUENCE OF NEGATIVE ACTION: Failure to have sufficient Elections Division staff that are knowledgable and trained to perform required maintenance on our systems would require the division to renegotiate our contract with Election Systems and Software to cover the required maintenance. This contract would increase maintenance and support costs by at least $179,430 annually. Failure to conduct the required maintenance according to schedule would void the warranties on our equipment, which would lead to costly replacement and repair fees.
