Phillips, , Moraga, CA 94556. Term Expiration: June 30, 2011 FISCAL IMPACT: No fiscal impact. BACKGROUND: On December 12, 2000, the Board of Supervisors approved a policy on the process for recruiting applicants for selected advisory bodies of the Board. This policy requires an open recruitment for all vacancies to At Large seats appointed by the Board. Twa, County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: C. 44 To:Board of Supervisors From:Internal Operations Committee Date:March 15, 2011 Contra Costa County Subject:APPOINTMENT TO THE CONTRA COSTA COUNTY EMPLOYEES RETIREMENT ASSOCIATION BOARD OF TRUSTEES Contra Costa County Fire Protection District's Fire Advisory Commission, the County Planning Commission, and the BACKGROUND: (CONT'D) Board appointees to the County Employees' Retirement Board. On October 13, 2010, Mr. Paul Katz passed away, leaving a vacancy for Seat #9 on the Contra Costa County Employees Retirement Board. By Board of Supervisors resolution, if there is a vacancy with respect to the 4th, 5th, 6th, or 9th seat, the Alternate member shall fill that vacancy until the Board of Supervisors appoints a regular member. On October 26, 2010 the Board of Supervisors declared a vacancy for Seat #9 and directed the Clerk of the Board to post the vacancy. As a result of the recruitment, three applications were received and determined to be eligible for consideration. The Internal Operations Committee interviewed the three candidates on December 6, 2010. After interviewing the applicants, the IO Committee recommended and the Board of Supervisors approved the appointment of Jerry R. Holcombe, the previous Alternate to seats 4, 5, 6, and 9 on the Board of Trustees. After appointing Mr. Holcombe, the IO Committee initiated recruitment for the newly vacant Alternate seat. On February 28, 2011, the IO Committee interviewed two applicants (three applications were received with one applicant withdrawing prior to interviews). As a result of the interview process, the Committee is recommending the appointment of John B. Phillips to the Board of Supervisors Alternate seat. The IO Committee appreciates interest of all applicants and encourages all parties to attend meetings of the Retirement Board and submit applications for future openings. CONSEQUENCE OF NEGATIVE ACTION: The seat will remain vacant. CHILDREN'S IMPACT STATEMENT: No impact.
