HomeMy WebLinkAboutMINUTES - 03152011 - C.33RECOMMENDATION(S): INTRODUCE Ordinance No. 2011-06 amending Section 33-5.313 of the Ordinance Code to exempt from the merit system the class of Emergency Medical Services Director-Exempt, as requested by the Health Services Department; WAIVE reading and FIX March 22, 2011 for adoption, as recommended by the Human Resources Director. FISCAL IMPACT: There is no fiscal impact from the introduction of this ordinance. BACKGROUND: The Emergency Medical Services Director is a single position classification responsible for directing, managing, and administering the activities of the Local Emergency Medical Services Agency (LEMSA) of Contra Cost County, as well as providing leadership and coordination to the countywide emergency medical services system. The Emergency Medical Services Division acts as an agent of the State of California. The role and responsibilities of this position will affect all citizens of Contra Costa County should a large scale medical incident or disaster occur. It will also affect citizens that may be in need of emergency medical services. The Emergency Medical Services Director is a member of the Health Services Senior Management Team, therefore this classification is a high-echelon position within Contra Costa County Health Services Department and this classification should be exempt. County Counsel has amended the Ordinance as required for exempting this position, pending Board approval. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the Health Services Department will not be able to maximize responsiveness to the highly critical management responsibilities of the position that ultimately affects all citizens of Contra Costa County.
