APPROVE and AUTHORIZE the Chair, Board of Supervisors, to execute Memorandum of
Understanding between Contra Costa County, the Redevelopment Agency of the County of
Contra Costa and the City of Pittsburg for the Bailey Road Improvement Project, Bay Point
area. (District V)
FISCAL IMPACT:
There is no fiscal impact to the General Fund. The Bailey Road Improvement Disposal
Surcharge collected from Keller Canyon Landfill pursuant to Condition of Approval 29.6 of
Keller Canyon Landfill Land Use Permit 2020-89 of $1,193,000 will be used towards this
project.
BACKGROUND:
The Bailey Road Improvement Project (Project) is a joint project between Contra Costa
County, the Redevelopment Agency, and the City of Pittsburg. The City of Pittsburg has
been the lead agency for the project. The City of Pittsburg and the Contra Costa County

BACKGROUND: (CONT'D)
Agency have applied for and been granted funds through the Safe Routes to Transit
Program in the amount of $650,000, Transportation Development Act funds in the
amount of $160,000, and Transportation for Livable Communities funds in the amount of
$989,000, for use towards the Project. Approximately $1.193 million in Bailey Road
Maintenance Disposal Surcharge funds will also be used for the Project. The City of
Pittsburg and the Redevelopment Agency will contribute towards the remaining amount
of the project cost.
The project limits is within the Pittsburg/Bay Point BART Station Area Specific Plan
boundaries in east Contra Costa County. The project involves capital improvements along
Bailey Road and adjacent roads, and pedestrian/bike trails between SR4 on/off ramps and
West Leland Road. The project includes pedestrian crossing improvements at the Bailey
Road/BART entrance intersection and the Bailey Road/Maylard Road/Shopping Center
intersections. Other improvements include widening the sidewalk and landscaping along
Bailey Road and Maylard Avenue, security lighting and landscaping improvements
adjacent to the Delta De Anza Trail, reconstruction and landscaping of the Bailey Road
median islands, and road widening to accommodate Class II bicycle facilities along both
sides of Bailey Road between SR4 and West Leland Road.
The County adopted the Mitigated Negative Declaration for the project on January 11,
2011.
CONSEQUENCE OF NEGATIVE ACTION:
The receipt of grant funds would be jeopardized and improvements to Bailey Road
would not occur.
CHILDREN'S IMPACT STATEMENT:
Not Applicable.
