As the Governing Board of The Contra Costa County Redevelopment Agency, APPROVE
and AUTHORIZE the Redevelopment Director to execute a Project Agreement and Work
Program with Contra Costa County for the Contra Costa Centre Infrastructure Upgrade
Program in the amount of $1.0 million with an effective date of January 1, 2011.
FISCAL IMPACT:
No General Fund impact. Redevelopment Agency funds have been budgeted for the
recommended project.
BACKGROUND:
The supportive infrastructure in the Contra Costa Centre area was installed in the
mid-1980’s. Portions of the area infrastructure need to be upgraded and/or replaced
including pedestrian crosswalk pavers, pedestrian gap closures, improvements to comply
with the American Disabilities Act (ADA) requirements, improvements to enhance the use
of alternative transportation modes (pedestrian, bicycle, car sharing and transit), and
replacement of landscaping.

BACKGROUND: (CONT'D)
Redevelopment Plan one of the key goals has been the development of supportive
infrastructure for a pedestrian-friendly environment. The infrastructure installed in the
mid-1980’s accomplished the goal; however it now needs to be upgraded. Additionally,
gaps in the system have been identified. The purpose of this Agreement is to initiate a
program of area-wide infrastructure improvements to enhance and replace street,
pedestrian and bicycle improvements. The Work Program involves planning, design, and
construction of infrastructure improvements throughout the Contra Costa Centre area.
The purpose of this Project Agreement is to analyze current infrastructure needs, provide
cost estimates, CEQA/NEPA requirements, project schedule, and all other pertinent data
necessary to initiate and complete an infrastructure improvement program, or an agreed
upon portion thereof, for Contra Costa Centre area. The outcome of this Agreement will
result in additional Work Programs to specifically address the most acute deficiencies in
the area. These findings will become the roadmap to final design and construction of the
improvements. This plan will also compliment infrastructure work already underway in
the Contra Costa Centre area such as the areawide Wayfinding Program, and the Avalon
Walnut Creek Transit Village program. The Project Agreement has a total expenditure
amount of $1.0 million.
Health & Safety Code Section 33445 Findings
Pursuant to California Redevelopment Law, the Agency may fund public improvements
owned by another public agency with the consent of the Board of Supervisors, and if the
Board of supervisors finds and determines that: 1) the public improvement will be of
benefit to the project area; 2) no other reasonable means of financing the public
improvement is available to the community; and 3) the public assistance will assist in the
elimination of one or more blighting conditions inside the project area; and 4) Agency
assistance for the public improvement is consistent with the Agency’s current
Implementation Plan
The purpose of the infrastructure upgrade program is to improve the public realm in the
Transit Village to serve the needs of pedestrians, bicyclists, and other users of alternative
transportation modes. As a result the improvements support the fundamental goal of the
Transit Village Program, which is to get people out of their automobiles for work and
personal trips.
The County Public Works Department has conducted an analysis of its financial
capability to fund the activities contemplated by the public Improvement Agreement and
due to the limited availability of general funds, the State’s budget crisis, and the County
Public Works funding priorities, the county Public Works Department does not currently
have sufficient funds to pay for the costs of the design and construction of the
infrastructure improvements.
This Work Program addresses deficiencies in the area, and is consistent with the priorities
established in the Agency’s 2010-2015, Five Year Implementation Plan.
CONSEQUENCE OF NEGATIVE ACTION:
Needed improvements to the circulation system would not get accomplished.
