Adopt resolution setting a false alarm fee of $50, such fee to be imposed for every false alarm in excess of three during any 90-day period or eight during any 12-month period. 2. Request the Sheriff-Coroner to evaluate the effectiveness of said ordinance, including the review of similar ordinances in other counties and report back to the Board through the County Administrator within six months. Background On June 5, 1984, the Board of Supervisors adopted an ordinance regulating alarm systems and false alarms in Contra Costa County. This ordinance was the result of a series of meetings involving the Sheriff's Department, fire districts, private industry and County Counsel. The ordinance sets forth regulations governing alarm systems. One purpose of the ordinance is to control the number of false alarms which require law enforcement response. The ordinance, as adopted by your Board, states in Section 54-12.014(a) that, "for every false alarm in excess of three (3) during any 90-day period or eight (8) during any 12-month period, the subscriber of the errant alarm shall pay a false alarm fee." The proposed resolution establishes a fee of $50. It should be noted that a fee of $50 was discussed as part of the negotiations leading up to the adoption of this ordinance and that the original proposal was to establish a fee of $50 for every false alarm in excess of two in any 90-day period. The ordinance, as adopted, allows three before a fee is assessed. This fee is consistent with that charged in other jurisdictions. It is also being recommended that the Sheriff's Department evaluate the effectiveness of this ordinance in preventing false alarms and minimizing law enforcement response, review similar ordinances in other counties and report back to you through the County Administrator's Office within six months the results of its evaluation, including any recommendations for modifying the ordinance to make it more effective. To partially defray the cost and expense of regulating alarm systems and responding to false alarms, this Board hereby ' imposes a fee of $50. 00 for every false alarm in excess of three (3) during any ninety day period or eight (8) during any twelve month period.
