1. APPROVE an additional allocation of $12,000 in Community Development Block Grant
(CDBG) funds to the Village Community Resource Center building expansion project, and
AUTHORIZE the Conservation and Development Director, or designee, to execute an
amendment to the existing Project Agreement.
2 . APPROVE an additional allocation of $10,000 in Community Development Block
Grant (CDBG) funds to the Brentwood Veterans Memorial Building restroom accessibility
project, and AUTHORIZE the Conservation and Development Director, or designee, to
execute an amendment to the existing Agreement.
FISCAL IMPACT:
No General Fund impact. CDBG funds are provided to the County on a formula allocation
basis through the U.S. Department of Housing and Urban Development (HUD).

Subject:Requests for Additonal CDBG Funds - Brentwood Veterans Memorial Building and Village Community
Resource Center Projects
BACKGROUND:
Village Community Resource Center (VCRC): VCRC, a 501(c)(3) nonprofit agency, is
located at 633 Village Drive in Brentwood. It was created 12 years ago to help empower
residents and to address the educational, social and health issues of disadvantaged and
underprivileged children, parents and community members residing in the immediate
neighborhoods surrounding Village Drive. VCRC serves over 6,000 persons each year by
providing a plethora of services/programs addressing the social, health, educational and
recreational needs of the residents.
In May 2010, the Board of Supervisors (Board) approved allocating $45,358 in CDBG
funds to VCRC to help finance a 500 square feet expansion of their facility. The project will
allow VCRC to expand its classroom and meeting spaces, increase the type of food stored
for its food distribution program, and make the building more accessible to persons with
mobility disabilities. When finished, the project will allow VCRC to provide services in a
more effective and efficient manner, and increase the number of families served each year.
The project is approximately 80 percent complete but as with many rehabilitation projects
changes in the scope of the project resulted because of the condition of the existing building
and code compliance issues. An additional $12,000 in CDBG funds is being requested so
the project can be completed in a timely manner. If this additional allocation in CDBG
funds is approved, the project will be completed by the end of March, 2011.
Brentwood Veterans Memorial Building (BVMB): BVMB, Inc., a 501 (c)(3) nonprofit
organization, is composed of members from the American Legion, the Veterans of Foreign
Wars, and the Marine Corps League, and operates from its 6,800 square feet building
located at 757 First Street in Brentwood. BVMB leases the building from Contra Costa
County and uses it for a number of veterans sponsored activities and also makes it available
to many community and nonprofit groups and the general public for a variety of civic,
cultural and social events.
In July 2009 and May 2010, the Board approved allocating $50,000 in CDBG-R funds and
$57,202 in CDBG funds to BVMB to help finance improvements to the building's entrance,
restrooms, and kitchen area to make it 100 percent compliant with the Americans with
Disabilities Act (ADA). The age of the building (approximately 90 years old) has
contributed to a number of unforeseen changes to the scope of the project including having
to install new footings, floor joists, and subfloor. These change orders have resulted in the
need for additional resources to complete the project. If this additional allocation of CDBG
funds is approved, the project will be completed by the middle of March, 2011.
There are sufficient CDBG funds from completed projects to provide the additional funds to
both agencies.
CONSEQUENCE OF NEGATIVE ACTION:
Not providing the additional CDBG funds will result in delays in completing both projects

Both agencies support programs that address outcomes established in the Children's Report
Card including assisting "Families that are Safe, Stable, and Nurturing."
