APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract with Medtox Laboratories, Inc., a Minnesota Corporation, in an
amount not to exceed $225,000 to provide Child Welfare Mandated Drug Testing Services
for the period July 1, 2011 through June 30, 2012.
FISCAL IMPACT:
$225,000: 20% County; 40% State, 40% Federal funding via the Child Welfare Allocation.
BACKGROUND:
Medtox, Laboratories, Inc., was selected through the competitive bid process, Request for
Proposal (RFP) No. 1107.

BACKGROUND: (CONT'D)
substance abuse testing and Sweat Patch testing are court-required services and are ordered
as part of the client service plan. Laboratory results are submitted for inclusion in the Court
Hearing(s) on Child Welfare Family Maintenance and Reunification cases. Services include
ensuring the availability of specimen collection sites in West, Central, and East regions of
the County, screening test specimens using three different laboratory test systems, providing
“on-demand” sample testing when requested by the County’s Employment and Human
Services Social Worker, and providing monthly statistics for clients referred to substance
abuse testing.
CONSEQUENCE OF NEGATIVE ACTION:
The Employment and Human Services Department will be unable to perform court ordered
drug testing.
CHILDREN'S IMPACT STATEMENT:
This contract will provide court ordered drug testing for families involved in the child
welfare system, thus providing a safer environment for children.
