APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract
with the Association of Bay Area Governments in an amount not to exceed $122,836 to
participate in the grant-funded Bay Area-wide Trash Capture Demonstration Project,
effective March 1, 2011 through December 1, 2013, Countywide. (Federal American
Recovery and Reinvestment Act of 2009 Funds)
FISCAL IMPACT:
No fiscal impact to the general fund. Costs for acquiring and installing trash capture devices
will be paid with Federal American Recovery and Reinvestment Act of 2009 funding (via
the ABAG-administered Bay Area-wide Trash Capture Demonstration Project grant).
Appurtenant grant administration costs, as well as costs of operation and maintenance of
trash capture devices, will be financed using Stormwater Utility Assessment 17 Funds.
BACKGROUND:
Contra Costa County’s two Municipal Separate Storm Sewer System (MS4) National
Pollutant Discharge Elimination System (NPDES) Permits have recently been reissued by

the Regional Water Quality Control Boards (RWQCBs). NPDES Permit No. CAS612008
(issued by the San Francisco Bay RWQCB), and NPDES Permit No. CAS083313 (issued
by the Central Valley RWQCB) regulate stormwater and non-stormwater discharges
from the MS4 operated by Contra Costa County.
Provision C.10.a.iii of both NPDES Permits requires that Contra Costa County install and
maintain full trash capture devices designed to remove trash from stormwater runoff. The
County is required to implement full trash capture devices to remove trash from
stormwater runoff generated by an area equivalent to 30% of Retail/Wholesale Land that
drains to MS4s within unincorporated Contra Costa County. The devices must be
installed no later than July 1, 2014 (in the San Francisco Bay region), and no later than
July 1, 2015 (in the Central Valley region).
This grant from the Association of Bay Area Governments will help Contra Costa
County achieve compliance with this provision of the NPDES Permits by providing
funding to purchase several pilot full trash capture devices; these grant monies may also
fund installation for certain full trash capture devices.
CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa County is required by the NPDES Permits to install full trash capture
devices, but will be forced to do so using other, likely non-grant, funding sources.
