ADOPT Position Adjustment Resolution No. 20870 to reclassify one (1) Information
Systems Technician II (LTVB) (represented) position #13143 at salary level QS5 1496
($4,699-$5,712) to Network Administrator I (LNSA) (represented) at salary level ZA5 1694
($5,717-$6,949) and transition incumbent, cancel one (1) Information Systems Project
Manager (LPNA) (represented) position #12008 at salary level ZA5 1884 ($6,900-$ 8,388)
AND add one Computer Operator I (LK7A) (represented) position at salary level QS5 1169
($3,399-$3,748) in the District Attorney's Office.
FISCAL IMPACT:
The recommended action will result in a cost savings of approximately $78,000 for the
fiscal year 2010/11, as well as ongoing annual savings in excess of $41,000.
Impact on Total Compensation: Savings of approximately $78,000 in fiscal year 2010/11
and $41,000 beginning in fiscal year 2011/12.
Impact on Pension Costs: Savings of approximately $15,000 in fiscal year 2010/11 and
$7,900 beginning in fiscal year 2011/12. (Note that pension

BACKGROUND:
In March 2010, the Information Systems Project Manager for the District Attorney's
office retired leaving the department with one Information Systems Technician II to
provide all information technology support. In its fiscal year 2010/11 budget proposal,
the District Attorney's office proposed to restructure information technology staffing to
create a cost savings. The proposed structure would involve canceling the Information
Systems Project Manager position, reclassifying the existing Information Systems
Technician II incumbent to Network Administrator I, and adding one Computer Operator
I.
This restructuring will provide the department with two full-time technology staff to
maintain minimum service levels. The current Information System Technician II has been
performing the higher level duties of the Network Administrator I since March 2010.
CONSEQUENCE OF NEGATIVE ACTION:
The District Attorney's Office will continue with an information technology staffing
model that is outside of the 2010/11 budget resulting in additional cost overruns.
CHILDREN'S IMPACT STATEMENT:
No impact.
