ADOPT Resolution 2011/68 calling for an appropriations limit increase election on June 7,
2011 for County Service Area (CSA) R-7A.
FISCAL IMPACT:
There will be no fiscal impact to the County General Fund. All funding will come from
CSA R-7A. Project No.: 7758-6X5184.
BACKGROUND:
When the Gann Initiative (Proposition 4) became effective in 1979, it imposed a limit on the
future expenditures of service areas. However, voter approved overrides allow for an
increase in appropriation limits. CSA R-7A's override expired in Fiscal Year 2009/2010.
Based on historical information, without the current override, the District could exceed its
Fiscal Year 2010/2011 appropriation limit. An override for Fiscal Years 2010/2011 through
2013/2014 (inclusive) will likely be required to cover any projected excess revenue in each
of these fiscal years. LAFCO's Municipal Services Review (MSR) done in 2010 noted a
possible annexation of Roundhill which would increase the parcels in CSA R-7A by 632.
This appropriation limit override allows for this possible expansion of CSA R-7A within the

increased to $1,650,000.
CONSEQUENCE OF NEGATIVE ACTION:
The Alamo community will not have access to the entire limit of funding from CSA
R-7A without voter approval for increasing the appropriations limit.
