APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Consultant Services Agreement
Amendment No. 9 with Ove Arup and Partners California, Ltd. (ARUP) effective March 1, 2011, to increase the
payment limit by $33,500 to a new payment limit of $1,484,490 with no change to the contract dates, to provide
construction and post-construction services for the Iron Horse Trail Pedestrian Overcrossing at Treat Boulevard,
(Contra Costa Centre), Pleasant Hill area. (100% Redevelopment funds) Project No. 06662-6R4078
FISCAL IMPACT:
No fiscal impact to the General Fund. This contract amendment allows for an additional $33,500 above the
previously approved contract for $1,450,990 to be funded by redevelopment funds (100%).
BACKGROUND:
On June 10, 2003, the Board of Supervisors approved the design of the pedestrian overcrossing at Treat Boulevard.
This project provides for pedestrian and bicycle safety when crossing the heavily trafficked Treat Boulevard. The
bridge will also link discontinuous sections for the Iron Horse

BACKGROUND: (CONT'D)
Trail. ARUP is the designer of the Iron Horse Trail Pedestrian Overcrossing and has supplied the County with final
plans, specifications, and estimate for the project. During the construction phase of the project, ARUP will be asked
to provide construction support services, including, but not limited to, consultation and interpretation of the contract
documents, assisting the County in preparing addenda or contract change orders to the plans and specifications,
providing written response to contractor requests for information, attending construction meetings, and reviewing
shop drawings, and mock-ups. Post-construction services include completing a vibration analysis and the Operation
& Maintenance Manual for the as-built structure.
CONSEQUENCE OF NEGATIVE ACTION:
If the amendment is not approved, the consultant cannot be paid for the additional required work and the construction
of this project may be delayed.
