HomeMy WebLinkAboutMINUTES - 03012011 - C.01RECOMMENDATION(S): APPROVE the Marsh Creek Shoulder Widening Project and AUTHORIZE the Public Works Director, or designee, to advertise the project [DCD-CP#07-48] Project No.: 0662-6R-4089, and FIND on the basis of the Initial Study and Mitigated Negative Declaration and all comments and responses therein that there is no substantial evidence that the project will have a significant effect on the environment, and ADOPT the Mitigated Negative Declaration and Mitigation and Monitoring Reporting Plan in compliance with the California Environmental Quality Act (CEQA) (the custodian of which is the Department of Conservation and Development Director who is located at 651 Pine Street, Martinez), and DIRECT the Director of Conservation and Development to file a Notice of Determination with the County Clerk, and AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to Conservation and Development for processing, a $50 fee to the County Clerk for filing the Notice of Determination, and payment of $2,044.00 for California Department of Fish and Game fees. This project is funded by 60.5% Prop. 1B Funds, 34% Federal HR3 Funds, 5.5% Gas Tax. BACKGROUND: Marsh Creek Road is a rural road in Eastern Contra Costa County. Marsh Creek Road was built during the 1920’s and 1930’s, and needs to be upgraded to current design standards. Fatalities at this location of Marsh Creek Road have made the need to bring the roadway up to current design standards even more critical. The purpose of this project is to improve a 2,900 ft. section of Marsh Creek Road west of Round Valley Regional Park to Lydia Lane. The improvements are intended to develop a recovery area which will assist drivers when their vehicles veer out of the travel lane and to increase overall road safety by widening the travel lanes and improving driver sight distance by altering the road’s vertical and horizontal curves to meet current design standards. The project involves several improvements: Widening the existing 10 ft travel lanes to 12 ft. and adding 8 ft. shoulders (6 ft. paved and 2 ft. of shoulder backing). Utility poles and fences will be relocated further from the travel lanes and two existing culverts will be extended (approx. 60 ft. in combined total length) to provide additional clear areas for evasive maneuvers. Roadside swales and ditches will be graded to accommodate roadway drainage for the wider cross-section. One tree will be removed and tree trimming may be necessary. A hill along the north central side of the project may need to be slightly regraded to improve driver sight distance. In addition, improved signing and striping will better inform motorists of upcoming curves, lane location, and safe speed limits. The project will also improve general visibility along horizontal and vertical curves. Additionally, the improvements will include a Class III Bike Route. The project will temporarily impact traffic flow during construction, however, with traffic management measures in place, these impacts will be less than significant. The County will ensure that at least one lane will remain accessible to the public at all times during project construction and notices of the project’s start date and times of construction will be posted in area publications. No activities requiring lane closure will be allowed during the morning commute hours (5:30am to 8:30am Mon-Fri.). The morning commute hours will be strictly adhered to unless modified upon written approval by the resident engineer. Traffic flow will be controlled by flaggers based on the level of flow from each direction (east or west bound), with increased traffic flow from either direction given priority. It may be necessary during construction to partially close the park entrance for an estimated half day to pave the entrance lane. In order to minimize damage to any nearby trees, any roots exposed during excavation will be cut cleanly and tree branches will be trimmed. Real property transactions and utility relocation may be necessary in support of this project. Construction is scheduled to begin 2011 or 2012 with an estimated 50 working days to completion. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. CHILDREN'S IMPACT STATEMENT: Not Applicable
