Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract Amendment Agreement #27–571–11 with Thomson Reuters
(Healthcare), Inc., a corporation, effective February 1, 2011, to amend Contract
#27–571–10, to increase the payment limit by $38,000, from $36,000 to a new payment
limit of $74,000, with no change in the original term of October 1, 2010 through September
30, 2012.
FISCAL IMPACT:
This Contract is funded 100% by Health Plan Member Premiums. (No rate increase)
BACKGROUND:
On October 19, 2010, the Board of Supervisors approved Contract #27–571–10 with
Thomson Reuters (Healthcare), Inc., for the period from October 1, 2010 through
September 30, 2012, for the provision of National Committee for Quality Assurance
(NCQA) Health Plan Employer Data Information Set (HEDIS) annual audits for 2011 and
2012.

BACKGROUND: (CONT'D)
Approval of Contract Amendment Agreement #27–571–11 will allow the Contractor to
provide additional HEDIS compliance audits through September 30, 2012, including mutual
indemnification of the parties.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, Contra Costa Health Plan will not obtain their NCQA
HEDIS compliance audits, and the Health Plan will be out of compliance with Federal
Center for Medicare and Medicaid Services (CMS) regulations and the State requirements
for operating a Health Plan.
