ACCEPT the 2010 Annual Report of the Advisory Council on Aging for the period of
January 1, 2010 through December 31, 2010, as submitted by Employment and Human
Services Director.

BACKGROUND:
On June 18, 2002, the Contra Costa County Board of Supervisors adopted Resolution No.
2002/377, requiring that each regular and ongoing board, commission and/or committee
shall annually report to the Board of Supervisors on its activities. accomplishments,
membership attendance, required training and certification programs and proposed work
plan/objectives for the following year. The attached report fulfills the requirement for the
Advisory Council on Aging.

Advisory Council Objectives
The Council shall provide a means for countywide planning, cooperation
and coordination for individuals and groups interested in improving and
developing services and opportunities for older residents of this county.
The Council provides leadership and advocacy on behalf of older persons
and serves as a channel of communication and information on aging issues.
The Council advises each: the Area Agency on Aging (AAA) on the develop-
ment of its Area Plan, the Bureau of Aging and Adult Services, Employment
and Human Services and the Board of Supervisors. The AAA Area Plan is
based on unmet needs and priorities experienced by older persons, as de-
termined by assessments and input from the senior network throughout
the County.

PRESIDENT’S REPORT January – December 2010
The Contra Costa County Advisory Council on Aging advises the Area Agency on Aging on
all matters related to the development and administration of senior programs in accor-
dance with the mandates of the Older Americans Act. The Council is comprised of 40
members, appointed by the Board of Supervisors in partnership with local cities and
commissions on aging, the Membership Committee of the Council and a designated ad-
visory group: the Nutrition Council. A majority of the Council membership must be age
60 and older. Members represent the geographic, economic, disability, cultural, sexual
orientation and ethnic diversity of the County.
Meetings
The Advisory Council meets the third Wednesday of most months, 9:30 am until 12:00
pm at 500 Ellinwood Way, Board Rooms A/B Pleasant Hill, California. Attendance at full
Council meetings continues to be excellent. The Advisory Council has lacked a quorum
only once in 34 years.
Committees and Work Groups
The Advisory Council has several committees and work groups that facilitate its goals.
The Executive Committee consists of officers, committee and work group chairs, and the
immediate past Council President. Membership on committees requires Advisory Coun-
cil membership. However, work groups are open to all members of the community.
Please see the individual committee and work group reports attached hereto for specific
information on their priorities, activities, accomplishments and goals for 2010.
Highlights of Council Focus in 2010
Marketing Team
A new ad hoc (Marketing Team) was established in January 2010 to develop awareness
of the Advisory Council on Aging and senior issues in Contra Costa County. The Team
prepared an excellent power point presentation for members to use when talking be-
fore groups and city councils. They also developed a marketing plan to engage all Coun-
cil members in marketing activities.
Executive Committee
After completing a new set of By-laws and officer job descriptions in 2009, the Executive
Committee took another step to focus the work of the Advisory Council with a facili-
tated exercise that included all members and had the goal of developing a set of priori-
ties and expectations of members. This will be shared with all prospective members,
current members, and cities and commissions that appoint members.

Ethics Training: All then current members of the Council updated their AB 1234 training
and new members are taking the training as they are appointed to the Council. Again,
due to diminished resources, we are accomplishing this through the available free online
training and testing. All certifications are properly maintained and set-up for follow-up
when renewals are required.
Collaborations: The Council actively collaborates with other organizations and many
Council members serve some of these organizations as well. We work cooperatively
with Contra Costa for Every Generation (CCEG); Central, West and East County Senior
Coalitions; the IHSS Public Authority Advisory Committee; Meals on Wheels of Contra
Costa, Inc.; Rehabilitation Service of Northern California (Mt. Diablo Center) and Para-
transit Coordinating Council.
2011 Priorities
Pursue budget and funding security for senior programs and support services.
Continue our community Stroke Campaign to educate the public about stroke,
especially long-term recovery of stroke victims.
Pursue more focus by the Mental Health Department on the mental health is-
sues of older adults and encourage increased emphasis on MHSA (Proposition
63) funding proposals which address the needs of all ages - including seniors.
Encourage the coordination and more efficient use of transportation resources
across the county.
Continue to advocate strongly for meaningful health insurance and health care
reform.

PLANNING COMMITTEE REPORT January – December 2010
Meeting Time and Location
The Committee meets on the first Tuesday of each month from 9:30am to 12noon at
500 Ellinwood Way, Corner Conference Rm., Pleasant Hill, CA or a site visit.
Chairperson: Richard SanVicente co-chaired with Jan Howe
Staff: Ruth Atkin, Staff Monitor and Jamie Ray, Secretary
Purpose
The Planning Committee works closely with the Area Agency on Aging to develop an
Area Plan for providing services that benefit older adults and makes recommendations
for contracting out additional program services/funding. The Committee hears annual
contractor program reviews to monitor progress.
Duties and Responsibilities:
1. Bring local needs to the attention of the planners
2. Assist staff in review of ongoing programs, contracted service providers, etc.
3. Annual participation in program evaluations is required.
4. Assist in review for proposal process
5. Regular attendance at all Planning Committee meetings is required.

This committee strives to have broad representation with respect to geographic areas,
ethnicity and background of experience.
Activities and Accomplishments
The Planning Committee successfully accomplished all its goals for 2010:
1. Met with every provider contracted with the Area Agency on Aging to continue
reviewing programs and their performance to ensure effective use of allocated
funds.

2. Offered suggestions and improvements to programs and program monitoring as
appropriate. For example: facilitated a new policy requiring that the fiscal
agent/fiduciary and a senior coalition chair-person be separate entities. Addi-
tionally the fiscal agent became separate from a coalition’s leadership and rec-
ommended the utilization of a single fiscal agent to manage all three coalitions.
Also, began development of a Committee maintained tracking system of contrac-
tor data, separate from staff monitoring reports.
3. Held committee meetings at 3-three provider locations, (Guardian Adult Day
Center, Mt Diablo Adult Day Center, Contra Costa Food Bank) to keep in touch
with current issues.
4. Support Executive Committee with the above information and make recommen-
dations as appropriate
5. Recruited to increase Committee membership to a maximum of 10 members.

2010 Nominating Committee
At the December 17th meeting of the Advisory Council, the Nominating Committee will
present a recommended slate of officers for calendar year 2011. Nominations will again
be taken from the floor (as was done at the October meeting.) Election and installation
of officers will take place on December 15, 2010.
The Membership Committee would like to extend our sincere appreciation to our great
support staff, Susan Brown, Jaime Ray, Ruth Atkin and Lori Larks from the Area Agency
on Aging.

HEALTH WORK GROUP REPORT January – December 2010
Goals for 2010
1. Continue our community effort to educate about stroke, especially the next
phase of long-term recovery, including caregiver issues.
2. Monitor and advocate for all legislative efforts regarding geriatric health and
long term care insurance programs, especially any new ones from State and Fed-
eral governments.
3. Continue monitoring of Nursing and Board and Care Facilities. Advocate for ade-
quate funding for the Ombudsman program.
4. Assess and augment information provided through the Contra Costa Area Agen-
cy on Aging.
5. Monitor other aspects of senior health issues and take appropriate action.

Mission
Raise awareness of the need to create an integrated mental health system of care for all
older adults.
Goals for 2010
1. Find out what services currently exist; what are the available resources for older
adults in Contra Costa and the immediate vicinity?
2. Develop a model of what we believe an ideal system would be (assuming no fi-
nancial or other barriers exist.)
3. Advocate for necessary change.
4. Raise awareness of the need to create an integrated mental health system of
care for all older adults.
Accomplishments in 2010
In June of 2010, the workgroup merged with Contra Costa Health Services Consolidated
Planning Advisory Workgroup (CPAW).

HOUSING WORK GROUP REPORT January – December 2010
Activities and Accomplishments
The Housing Work Group was unable to accomplish its goals in 2010 due to the lack of
leadership from a chairperson. In May 2010, the Advisory Council President received
support from the Advisory Council to initiate talks with the Executive Director and Board
President of Contra Costa for Every Generation (CCEG) to merge the two Housing Work
Groups of these agencies. There was enthusiasm from CCEG and a meeting was held in
July 2010 to begin the process. However, CCEG merged with Senior Helpline Services in
September 2010 and the talks of a Housing Work Group merger were put on hold until
later in the year.

LEGISLATIVE ADVOCACY WORK GROUP January – December 2010
Mission
To research, develop strategy and recommend action to the Advisory Council on Aging
concerning legislative issues of importance to seniors in Contra Costa County. Contacts,
personal and in writing, will be maintained with the appropriate legislative representa-
tions and sponsoring organizations.

2010 Key Accomplishments
“Adopt-A-Bill” - Each member of the work group identifies, tracks, and reports on
progress of a bill(s). Letters were prepared and submitted in support of the following
legislation:
Letters were sent in support of: AB 724, AB 1806, AB 2114, AB 2555, SJR 20, SCR 74 and
SB 810.
Co-Chair Shirley Krohn continued Communities Against Senior Exploitation (CASE) pres-
entations to organizations, i.e. Soroptomist Club in Antioch, Sunrise Assisted Living in
Walnut Creek, John Muir Caring Hands organization, Live, Laugh and Love event at the
Pleasant Hill Community Center. These presentations are conducted throughout the
county to provide education and information to seniors on how to protect themselves
from fraud, scams and ID theft.
California Senior Legislature (CSL)
Distributed flyers supporting CSL Code 402 (Tax Form: ‘CA Fund for Senior Citizens’) pro-
viding funds to continue the California Senior Legislature.
Submitted Proposals: Repeal of the sunset clause on financial institutions’ mandated re-
porters. Establishing an independent long term care ombudsman organization in Cali-
fornia. Establishing a long term care insurance program in California, implementing the
CLASS Act from the health care bill. Uniformed logo for Defibrillator signage to be dis-
played outside of buildings where the defibrillators are installed, in public view.
Senior Volunteer Month honoring senior volunteers in May: SCR 74 submitted by Joan-
na Kim-Selby, Senior Senator was passed. Advisory Council members were formally
honored by members of the Contra Costa County Board of Supervisors.
Supported Stroke Education Campaign for the State of California.
A new Senior Assembly member Gerald Richards was elected to serve a 4-year term.

Collaborations
The Legislative Advocacy Work Group works closely with California Commission on Aging
(CCOA) and the Triple-A Council of CA (TACC) and California Alliance for Retired Americans
(CARA.)
2011 Calendar Year
The Work Group will hold nine meetings from January thru June, August and November.
Likewise, the group will recess during the months of July, October and December of 2011.

Senior Mobility Action Council – SMAC
The Council’s Transportation Workgroup works within a collaborative known as the Se-
nior Mobility Action Council (SMAC). Members include transportation providers, stake-
holders and community activists interested in improving transportation for seniors.

Purpose
Continue assessment and active advocating for Contra Costa County senior transporta-
tion issues/options. Develop goals and action steps to help address these needs and
advocate for fulfillment of these goals in the Transportation Service System.
GOALS for 2010
1. Develop an action plan to combat Contra Costa County transportation funding issues
and service cuts by the State of California.
2. Re-launch the Ilene Lubkin Contra Costa County senior transportation awards pro-
gram for volunteers and providers.
3. Work on improving East County transportation options.
4. Advocating and supporting the mobility management center project for Contra Costa
County.
5. Aggressively recruiting transportation team members (providers, agencies and advo-
cates)
2010 Key Results
Successful re-launch of the popular Ilene Lubkin Senior Transportation Awards program.
This year’s winners in the Senior Volunteer category: ED and RUTH ROTH—27 Years
serving Meals on Wheels to provide nutritious meals to homebound seniors. RALPH
HOFFMAN –Outstanding Bus Ambassador for County Connection. EARLE G. ORMISTON –
leadership and advocacy throughout Contra Costa County by serving a senior transpor-
tation special team consisting of Barbara Russell-Cambra, Linda Groobin and Janet John-
son. Members worked in the East County communities trying to develop a unified ap-
proach to many senior transportation issues now faced by seniors living in this area.
Mobility Management Centers Process in Contra Costa County
Three Team members: Earle G. Ormiston, Tighe Boyle and Elaine Welch are active
members of the Transportation Access Committee (TAC) formed by County Connection
to oversee the outside transportation consultant’s survey and analysis of transportation
options available throughout Contra Costa. The project is in close connection with AC
Transit who services part of Western C.C. County. The consultant’s review is scheduled
to be completed in late 2010 and will then be reviewed by (TAC) and AC Transit before
members can determine next steps. SMAC has also re-instated our Project Grid Process
to help monitor and direct our various transportation projects. This involves using a
spread sheet to outline project goals, people involved and target dates. Tighe Boyle at-
tended a special transportation, social-medical service summit in Oakland. Both medical
and transportation representatives were involved in this highly interactive, productive
session.

Future Outlook
The workgroup is discussing concentration upon Senior Driver Program as one of the
major projects for 2011. Cooperating with and getting involved in the Livable Communi-
ties Project is another area that we will be considering next year. Members will continue
to play an active role in the building of a Mobility Management Center concept in Contra
Costa County.

NUTRITION COUNCIL January – December, 2010
The Nutrition Council has a designated seat on the Advisory Council on Aging.
The life span of the average American has increased dramatically. Studies show that a
good diet in later years reduces risk of osteoporosis, high blood pressure, heart disease
and certain cancers. Seniors might need less energy, but they need just as many of the
nutrients found in food and our program meets or exceeds the required daily allowance.
Budget cuts have not diminished the high-quality meals we serve.
Purpose
The Senior Nutrition Program’s goal is to provide delicious, nutritious meals for home-
bound seniors and for those who eat lunch at the various Contra Costa cafes. Socializa-
tion with seniors with similar interests is also important to the Senior Nutrition Program
as there are many seniors who live alone. The network of drivers, nutritionists, commu-
nity partners, volunteers, donors and advocates are a formidable force against senior
neglect and malnutrition. We deliver more than a meal; we are delivering hope to
homebound elders.
Results
For more than 39 years, the Contra Costa Senior Nutrition Program and its companion
agency, Home Delivered Meals, has provided health and wellness safety nets for thou-
sands of seniors. The program serves adults with AIDS and those who have a disability,
allowing them to live independently, well into their 70’s, 80’s, and 90’s.
Milestones
The milestones for 2010 were the following and remain the same for 2011:
Contra Costa County menus exceed the Department of Aging and Title VII USDA recom-
mendations. Emergency meals are still being delivered every six months.
The Emergency Meals Program is funded entirely by our nonprofit; including steps taken
to develop meals that are nutritionally balanced, as well as suitable for claiming under
Title III regulations. Meals will be claimed as meals served with the initial delivery, and
then again each six months when the old meals are replaced with new meals.
The quality of these e-meals is very good and most of the products actually have as long
as a three-year shelf life.
Two outreach workers were employed to reach out to seniors living in West and Central
Contra Costa County who qualify for the Program and may not know they are eligible.

Goal for 2010-2011
We have not yet had the ‘surge’ in need for Meals on Wheels services predicted for No-
vember or December 2010 and fostered by seniors who could be losing their In Home
Support Service. Our hope is to be prepared in case the ‘surge’ does indeed happen. We
would like to increase participation in all Contra Costa cafes. Many seniors are still un-
aware of the different locations of the cafes. We are committed to informing senior cit-
izens about the wonderful advantages of their spending time with peers in a safe,
friendly environment. At this time, we are actively recruiting additional volunteer driv-
ers so that more homebound elders can be served. We could not serve one half of the
meals we deliver without the services of our volunteer drivers.
