FISCAL IMPACT: Staff support for the committee typically is about $25,000 annually, consisting of staff time to attend meetings, prepare agendas and supporting documentation, and coordinate information needs beteen the Committee and appropriate County departments. BACKGROUND: The Transportation Water and Infrastructure Committee is a standing committee of the Board of Supervisors. On January 12, 2010, the Board of Supervisors referred the items described in Exhibit B to the Committee for 2010. The second column describes the actions taken by the Committee during calendar year 2010. Date:February 8, 2011 Contra Costa County Subject:Report on Referrals to the Transportation Water & Infrastructure Committee BACKGROUND: (CONT'D) On December 20, 2010, the Committee recommended that the referrals for 2011 be based on the 2010 referrals, with the following changes: a) combine items 4 and 12 relating to Contra Costa Water District projects and activities; b) combine items 5 through 9 relating to water supply, flood control, draining, dredging, and other projects; c) revise item 13 to refer to a "Report to the Committee from the Public Works Director on the status of park issues and a schedule for providing the Committee with a report on funding county park maintenance issues;" and, d) delete items 24 and 25 relating to airport issues and a potential community facilities district for county-wide street lighting. The Committee's recommendations are shown in Exhibit A using the "track changes" function, so the Board can see how the proposed referrals have changed from 2010. CONSEQUENCE OF NEGATIVE ACTION: The Committee will not have items to consider until the Board of Supervisors makes a referral. CHILDREN'S IMPACT STATEMENT: Several items would affect the health and safety of all residents in the County, including children, but are not directly related to improving children's welfare. Review legislative matters on transportation, water, and infrastructure. 2. Review applications for transportation, water and infrastructure-related grants to be prepared by the Public Works and Community Development Departments, 3. Monitor the Contra Costa Transportation Authority including efforts to implement Measure J. 4. Monitor EBMUD and Contra Costa Water District projects and activities, Freeport Water Project, other ongoing improvement programs and recycled water projects. 5. Review issues associated with the health of the San Francisco Bay and Delta, including but not limited to Delta levees, flood control, dredging, drought planning, habitat conservation, and water quality, supply and reliability and the Contra Costa Water District’s Stage Conveyance Plan and establish goals to accomplish in 2010. 6. Monitor drinking water quality, water supply, reliability, flood control, drought, planning and conservation issues. 7. Monitor the Baldwin Ship Channel/Southampton Shoal, and upland disposal of dredge material. 8. Review dredging and dredge disposal issues, such as Long Term Management Strategy (LTMS) and environmental windows and related levee issues. 9. Monitor the San Luis Drain, Grasslands Bypass and other projects related to agricultural drainage in the Central Valley. 10. Monitor creek and watershed issues and seek funding for improvement projects related to these issues. 11. Monitor the implementation of the Integrated Pest Management policy. 12. Monitor CCWD projects, such as the proposed Los Vaqueros Reservoir expansion, cover/lining of the Contra Costa Canal, the Alternative Intake Project, and other ongoing programs. 13. Review park issues and oversee the interdepartmental work of the Parks, Creeks and Trails Committee to improve the County’s park function, report on county park maintenance issues, and actions to ensure compliance with the County’s growth management standard for parks. Consider report from the Public Works Director on the status of park issues and a schedule for providing the Committee with a report on county park maintenance issues. 14. Monitor and report on the East Contra Costa County Habitat Conservation Plan. Review legislative matters on transportation, water, and infrastructure. • Recommended to SUPPORT Senate Bill 3412, "The Public Transportation Preservation Act of 2010”, and AUTHORIZE the Chair to sign letters expressing this position to the County's congressional delegation and the bill's author. • Recommended to OPPOSE a ballot measure known as the Local Taxpayer, Public Safety, and Transportation Protection Act of 2010. 2. Review applications for transportation, water and infrastructure-related grants to be prepared by the Public Works and Community Development Departments. • ACCEPTED reports and provided direction and recommendations on transportation and planning projects to be funded by various funding sources. • Recommended to ADOPT the Capital Road Improvement & Preservation Program Update for Fiscal Year 2009/2010 to 2015/2016, a requirement of the Measure J Growth Management Program. 3. Monitor the Contra Costa Transportation Authority including efforts to implement Measure J. • ACCEPTED report on the Contra Costa Transportation Authority’s (CCTA) 2010 Congestion Management Agency (CMA) Block Grant Program. • See Referral #2 4. Monitor EBMUD, Freeport Water Project, other ongoing improvement programs and recycled water projects. • No action taken since 2009 because no significant issues on this subject have come to the attention of staff during the year. 5. Monitor the San Luis Drain, Grasslands Bypass and other projects related to agricultural drainage in the Central Valley. • No action taken since 2007 because no significant issues on this subject have come to the attention of staff during the year. 10. Monitor creek and watershed issues and seek funding for improvement projects related to these issues. • Recommended to APPROVE and AUTHORIZE the Chair, Board of Supervisors, to execute a letter to Contra Costa County's Congressional Delegation regarding the Army Corps of Engineers proposed Vegetation Variance Guidelines. • Recommended to APPROVE funding Flood Control District participation in the Integrated Regional Water Management Plan activities as part of the annual budget process. 11. Monitor the activities of the Integrated Pest Management Task Force. • ACCEPTED quarterly progress reports. • Annual report to the Committee is scheduled for the December 20th meeting. 12. Monitor CCWD projects, such as the proposed Los Vaqueros Reservoir expansion, cover/lining of the Contra Costa Canal, the Alternative Intake Project, and other ongoing programs. • RECEIVED a report from CCWD that they are completing the environmental document for a 60,000 acre-foot expansion of the Los Vaqueros Reservoir and anticipate awarding the construction contract in December. The engineer’s estimate the cost of the project between 100 to 110 million dollars. 13. Review park issues and oversee the interdepartmental work of the Parks, Creeks and Trails Committee to improve the County’s park function, report in 2008 on county park maintenance issues, and actions to ensure compliance with the County’s growth management standard for parks. • Special Districts staffing was reduced in June 2009 with the loss of a planner on the team due to budgetary constraints. There is no one in PWD at this time to draft such a report beyond Special Districts staff which consists of four people who are responsible for parks, landscaping, street lights, a water plant, and a sewer facility. To do this study will require stepping up PWD knowledge to an adequate level to produce a good solid report. Other units (e.g. Flood Control) will be consulted on how they were funded to start the learning process. PWD is requesting this referral be postponed until PWD has staff time to put some effort to develop the report. Input is needed from General Services Dept who does the majority of the parks maintenance work. They have a new manager who is learning the needs and developing a good understanding. 14. Monitor the East Contra Costa County Habitat Conservation Plan. • Recommended to ACCEPT a report on the East Contra Costa County Habitat Conservancy. 15. Review the ability to revise the County design standards for residential streets to address traffic calming and neighborhood livability issues when these roads are built. • ACCEPTED periodic progress reports from staff and DIRECTED staff to send a letter to affected agencies regarding the status of the discussions on street standards and its relationship to the scheduled review of the local fire codes in October. 16. Review the Underground Utilities Program. • Recommended to APPROVE a resolution forming an assessment district for undergrounding utilities on Bailey Road and Willow Pass Road pursuant to the County Rule 20A Underground Utility Program. The resolution will be submitted to the Board at a future date when the assessment district information is ready for Board review. Monitor implementation of Letter of Understanding with PG&E for maintenance of PG&E streetlights. • Recommended to ACCEPT status report on street light coordination efforts among Pacific Gas and Electric, cities, and Contra Costa County and provide future progress reports to the Committee annually. 18. Freight transportation issues, including potential increases in rail traffic by the Port of Oakland and other possible service increases, safety of freight trains that transport hazardous materials, and the truck route for North Richmond. • No action taken since 2009 because no significant issues on this subject have come to the attention of staff during the year. 19. Monitor the Iron Horse Corridor Management Program. • Recommended to APPROVE the Iron Horse Corridor Public Information Element or the Iron Horse Corridor Management Program. • Recommended to APPROVE the County’s policy for tree plantings in the 34-foot area reserved for future transit use within the Iron Horse Corridor. 20. Monitor the eBART Project. • A report to the Committee is scheduled for December. 21. Review transportation plans and services for specific populations, e.g. County Low Income Transportation Action Plan, Coordinated Human Services Transportation Plan for the Bay Area, Priorities for Senior Mobility, Bay Point Community Based Transportation Plan and work of Contra Costans for Every Generation. • Recommended to ACCEPT a status report on this referral. 22. Monitor the statewide infrastructure bond programs. • Recommended to ACCEPT a status report on this referral. 23. Monitor the progress of the Pacheco Transit Hub. • A report to the Committee is anticipated in 2011. 24. Monitor Airport issues. • No action taken since 2008. Airport issues are being addressed by the Board’s Airport Committee. Airport issues should be removed from the TWI Committee referral list. 25. Consider formation of Community Facilities District 2010-1 for Countywide Street Lighting. • Recommended various actions to form a Community Facilities District to fund street lighting operations and maintenance throughout Contra Costa County’s unincorporated areas.
