APPROVE Substantial Amendments to the County's FY 2008/09 and FY 2009/10
Community Development Block Grant (CDBG) Program Action Plans recapturing $15,165
in unspent CDBG-R funds and $30,000 in unspent CDBG funds and allocating said funds to
Ujima Family Services, and AUTHORIZE the Conservation and Development Director, or
designee, to execute an amendment to the existing contract to help finance improvements to
its residential alcohol treatment program facility in San Pablo.
FISCAL IMPACT:
No General Fund impact. CDBG and CDBG-R funds are provided to the County on a
formula allocation basis through the U.S. Department of Housing and Urban Development
(HUD).
CFDA#s: 14.218 (CDBG) and 14.253 (CDBG-R).

Funds to Ujima Family Services
BACKGROUND: (CONT'D)
$929,719 in Community Development Block Grant (CDBG) funds under The American
Recovery and Reinvestment Act of 2009 (CDBG-R). The Board of Supervisors (Board)
approved allocating these funds to 14 projects including awarding $35,300 to Ujima Family
Services (Ujima) to help finance a number of improvements to the Women's Recovery
Center facility - a residential alcohol treatment program for lower income pregnant and
parenting women. Bids to complete the work came in substantially higher than anticipated
and therefore only one component of the project has been completed to date - renovation of
the existing restroom. The funds remaining ($15,644) from the original allocation are
insufficient to finance the remaining two components of the work - installation of new
siding and painting the exterior of the building. It is estimated an additional $53,356 is
needed to complete this project.
To date, 10 of the 14 CDBG-R funded projects have been completed. Two of these
completed projects - Lefty Gomez Building and Las Deltas Housing Development - have a
total of $15,165 in unspent CDBG-R funds. In addition, in FY 2008/09 and FY 2009/10 the
Board approved allocating CDBG funds to Neighborhood House of North Richmond to help
finance a number of improvements to their Senior/Community Center in North Richmond.
These improvements have been completed and there is a total of $30,000 in unspent CDBG
funds. Staff recommends recapturing the above unspent CDBG-R and CDBG funds and
reprogramming the money to the Ujima project. In doing so, the final components of the
project can be completed in a timely manner. Ujima has committed up to an additional
$8,200 of its own funds to help complete the project.
CONSEQUENCE OF NEGATIVE ACTION:
Not awarding the additional funds will result in further delays in completing the project
because Ujima will have to continue its fund raising efforts.
CHILDREN'S IMPACT STATEMENT:
Ujima's Family Recovery Center furthers the Children's Report Card outcome of helping
families be safe, stable and nurturing.
