Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Interagency Agreement #74–371–2 with Mt. Diablo Unified School District,
a government agency, in an amount not to exceed $1,250,000, to provide school-based
mental health services to Seriously Emotionally Disturbed (SED) students in the Mt. Diablo
Unified School District for the period from January 1, 2011 through June 30, 2011. This
contract includes a six-month automatic extension through December 31, 2011 in an amount
not to exceed $1,250,000.
FISCAL IMPACT:
This Contract is funded 40% by Federal FFP Medi-Cal Revenue, 25% by State Early and
Periodic Screening, Diagnostics, and Treatment (EPSDT), 35% by Mt. Diablo Unified
School District. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing school and
community based mental health services, including assessments; individual, group

BACKGROUND: (CONT'D)
and family therapy; medication support; case management; outreach; and crisis intervention
services for children at Sunrise Elementary School and Olympic/Alliance High School, and
their families.
On August 25, 2009, the Board of Supervisors approved Interagency Agreement #74–371
(as amended by Administrative Amendment Agreement #74–371–1) with Mt. Diablo
Unified School District, for the period from August 1, 2009 through June 30, 2010, which
included a six-month automatic extension through December 31, 2010, for the provision of
school-based mental health services to SED students.
Approval of Interagency Agreement #74–371–2 will allow the Agency to continue
providing services through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, SED children in the Mt. Diablo Unified School District will
not receive the treatment services that they need, and may require placement at a higher
level of care, including hospitalization or residential care.
CHILDREN'S IMPACT STATEMENT:
This school-based program supports the following Board of Supervisors’ community
outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable,
and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
