Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract Amendment Agreement #74–334–4 with Seneca Residential and
Day Treatment Center for Children, a non-profit corporation, effective January 1, 2011, to
amend Novation Contract #74–334–3, to increase the payment limit by $321,621, from
$500,000 to a new payment limit of $821,621, with no change in the original term of July 1,
2010 through June 30, 2011, and to increase the automatic extension payment limit by
$160,810, from $250,000 to a new payment limit of $410,810, with no change in the term
of the automatic extension, through December 31, 2011.
FISCAL IMPACT:
This Contract is funded 36% by Federal FFP Medi-Cal, 23% by State Early and Periodic
Screening, Diagnosis and Treatment (EPSDT), and 41% by Mt. Diablo Unified School
District (MDUSD). No County funds are required. (No rate increase)

BACKGROUND: (CONT'D)
#74–334–3 with Seneca Residential and Day Treatment Center for Children for the period
from July 1, 2010 through June 30, 2011, which included a six-month automatic extension
through December 31, 2011, for the provision of school-based mental health services for
Seriously Emotionally Disturbed (SED) students in the Mt. Diablo Unified School District.
Approval of Contract Amendment Agreement #74–334–4 will allow the Contractor to
provide additional services to SED students, through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, school-aged SED children who are no longer eligible for
AB 3632 treatment services will not receive the mental health treatment services that they
need, and may require higher levels of service as a result.
CHILDREN'S IMPACT STATEMENT:
This school-based program supports the following Board of Supervisors’ community
outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable,
and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
