SUBJECT: Constant Tension Line Purchase
We are requesting approval to purchase a constant tension line system (High
Line) for our weed spray operation at a total cost of $9,000 ($8,400 for
equipment installed, $600 + for transportation to and from manufacturer).
What this system will allow us to do is spray from the levee roads along
flood control channels up to 600 feet wide (lower Walnut Creek) . The cable
is strung across the creek between our two weed spray trucks and feeder hose
and spray nozzles are then pulled across the cable. As the trucks slowly
drive along the levee, chemical is sprayed the full width of the channel at
one time.
John Ford, Weed Control Chief, made up a prototype and used it to spray a
section of Marsh Creek, a much narrower channel . The crew sprayed approximately
15.5 acres in three hours which included 2 hours for set up and break down
time—. -The labor and equipment cost equates.to $25/acre.
In the Fall of 1983 we had a contractor spray Walnut and Grayson Creeks by
hand and swamp boats at a cost of $12,850 for 250 + acres. This labor and
equipment-'cost'-equates_td'-$51/acre with mediocre'coi erage.
With a savings of $26/acre, it will not take long to recoup the initial
investment and obtain better results.
Aerial spraying has not been successful in the past. It is just as .expensive
as swamp boats, and caused problems with overspray.
We propose to purchase the equipment using Flood Control District Funds (Org
7505). This equipment will have its own equipment number, (9000 series),
and we will establish a rental rate to capitalize the purchase price in an
estimated period of two years paid by the various flood control zones who
will benefit from this equipment. Roger Gilchrist in Accounting is agreeable
to this type of arrangement.
We would appreciate your expediting County Administrator's Office approval
so we can make arrangements with the manufacturer for the instalJation__i.n
December. Starting in January, Glenn Engineering, manufacturer, will be
very busy working on a large contract modifying a whole fleet of service
vans for GTE, a utility company.
