Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract #74–142–15 with Seneca Residential and Day Treatment Center for
Children, a non-profit corporation, in an amount not to exceed $939,510, to provide
residential day treatment services for seriously emotional disturbed children for the period
from January 1, 2011 through June 30, 2011. This Contract includes a six-month automatic
extension through December 31, 2011, in an amount not to exceed $939,510.
FISCAL IMPACT:
This Contract is funded 40% Federal FFP Medi-Cal; 25% by State Early and Periodic
Screening, Diagnosis, and Treatment (EPSDT); and 35% by Mt. Diablo Unified School
District (MDUSD), West Contra Costa Unified School District (WCCUSD), San Ramon
Valley Unified School District (SRVUSD), and Acalanes Union High School District
(AUHSD). (No rate increase)

This Contract meets the social needs of County’s population by providing

BACKGROUND: (CONT'D)
a multi-disciplinary treatment program in a Level XIV group home, as an alternative to
hospitalization for minors who need active psychiatric treatment for acute mental, emotional
or behavioral disorders.
On December 8, 2009, the Board of Supervisors approved Novation Contract #74–142–14
with Seneca Residential and Day Treatment Center for Children, for the period from July 1,
2009 through June 30, 2010, which included a six-month automatic extension through
December 31, 2010, for the provision of residential day treatment services for seriously
emotional disturbed children at the Oak Grove Road, facility in Concord.
Approval of Contract #74–142–15 will allow Contractor to continue providing services
through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County’s SED clients who need active psychiatric treatment
for acute mental, emotional or behavioral disorders will not have access to a Level XIV
treatment facility within Contra Costa County, and may require hospitalization instead.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
