APPROVE and AUTHORIZE the County Probation Officer, or designee, to apply for and accept the Criminal and
Juvenile Justice and Mental Health Collaboration Program grant from the U.S. Department of Justice, Office of
Justice Programs in an amount not to exceed $250,000 for the planning and implementation of a Juvenile Behavioral
Mental Health Court for the period October 1, 2011 through September 30, 2013.
FISCAL IMPACT:
$250,000; 80% Federal, 20% In-Kind match. CFDA No. 16.745
BACKGROUND:
At the request of the Superior Court of Contra Costa County, Probation seeks to take the lead in this grant
application. The goal of the application is to reduce recidivism of youth with co-occurring disorders (mental
health/substance abuse) in the Juvenile Justice System. This program will increase public safety by facilitating
collaboration among the Court, Children' Mental Health, Alcohol and Other Drugs, Health Services, Probation,
District Attorney and Public Defender to increase

issues prior to requiring further treatment in residential or custodial settings. Probation is a partner in the successful
operation of the Adult Behavioral Mental Health Court.
CONSEQUENCE OF NEGATIVE ACTION:
The county will not submit a grant proposal to establish a Juvenile Behavioral Mental Health court in partnership
with the Superior Court.
