HomeMy WebLinkAboutMINUTES - 01182011 - C.41RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74–218–8 with Desarrollo Familiar, Inc., a non-profit corporation, in an amount not to exceed $254,700, to provide school and community based mental health services for Latino children and their families, for the period from July 1, 2010 through June 30, 2011. This Contract includes a six-month automatic extension through December 31, 2011, in an amount not to exceed $127,350. FISCAL IMPACT: This Contract is funded 62% Federal FFP Medi–Cal, 33% by State Early and Periodic Screening, Diagnosis and Treatment (EPSDT), and 5% by County Mental Health Realignment. BACKGROUND: (CONT'D) Latino population, which will result in greater home, community, and school success. On October 20, 2009, the Board of Supervisors approved Novation Contract #74–218–7 with Desarrollo Familiar, Inc. for the period from July 1, 2009 through June 30, 2010, which included a six-month automatic extension through December 31, 2010, for the provision of school and community based mental health services for Latino children and their families. Approval of Novation Contract #74–218–8 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2011. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, Spanish-speaking children in West Contra Costa County will not receive the school and community-base mental health services they need, and may require higher levels of service. CHILDREN'S IMPACT STATEMENT: This EPSDT program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
